Bac Ninh deploys pilot operational scenarios on Provincial Intelligent Operations Center (IOC) System

(BNP) – The Provincial People’s Committee has just signed Official Dispatch on piloting operational scenarios on the provincial Intelligent Operations Center (IOC) system.

The pilot implementation of operational scenarios on the provincial IOC system aims to enhance leadership and governance capacity in the digital environment, while effectively leveraging data to serve socio-economic management and development.

The Chairman requires agencies and units to provide data in a unified and synchronized manner. Data related to the set of indicators for direction and administration will be connected and updated to the province’s shared data repository to serve the deployment of IOC scenarios.

For data outside the indicator set, responsible units must proactively clean, standardize, and fully update it into the system. The Department of Science and Technology serves as the focal point for managing and providing data to support the operation of these scenarios.

Departments, sectors, and localities are required to review and complete the indicator system, while proactively coordinating with central ministries and agencies to connect and share specialized data. The integration of national and sectoral databases into the provincial data repository must ensure automatic updates to directly serve governance and administration.

The province will pilot 15 operational scenarios on the IOC system, focusing on key areas such as: population data management; socio-economic development; public investment; state budget; transportation; healthcare; education; administrative reform; handling public feedback and petitions; personnel management; industrial parks, etc. The pilot period will last until August 31, 2026. After that, relevant units will evaluate effectiveness and propose plans for official implementation.

During the pilot phase, lead agencies are responsible for ensuring the accuracy and timeliness of data, and for regularly monitoring indicators and alerts to promptly advise on governance solutions. Coordinating units must provide complete and timely data and effectively utilize the system.

The Chairman assigns the Provincial Police to ensure information security, cybersecurity, and provide population and surveillance camera data. The Department of Science and Technology will take the lead in system operation, technical support, and monitoring implementation progress. The Office of the Provincial People’s Committee is responsible for aggregating and displaying data to serve leadership and administration.

Departments such as Education and Training, Health, Finance, Home Affairs, and the Management Board of Industrial Parks will take the lead in implementing scenarios within their respective sectors, ensuring data is regularly and accurately updated.

The Chairman also requires agencies and units to gradually reduce the use of paper reports for contents already integrated into the IOC system, thereby improving the efficiency of management and administration on digital platforms.
