(BNP) – Standing Vice Chairman of Provincial People's Committee Mai Son issued Plan No. 233/KH-UBND on implementing the cooperation agreement between the Provincial People's Committee and the Vietnam Post Corporation to develop postal infrastructure, promote digital transformation, e-commerce, social welfare payments, and administrative reform in the province.

The implementation of the Plan aims to concretize the agreed contents between the two sides, effectively promoting the public postal network in supporting digital transformation, improving the quality of public service delivery, contributing to building a digital government, digital economy, and digital society in the province. The implementation process ensures close adherence to cooperation objectives and principles, in line with the policies of the Party, laws of the State, and practical conditions of the locality; while clearly defining the tasks, roadmap, and responsibilities of each relevant agency and unit.
According to the Plan, the province focuses on implementing 4 key areas of cooperation.
First, cooperate in providing postal and public administrative services. In which, continue to deploy the KT1 postal service to serve the operations of Party and State agencies; study and advise on policies supporting the receipt of dossiers and return of administrative procedure results through public utility postal services; maintain smooth connection between the provincial Administrative Procedure Settlement Information System and the Public Service System of Vietnam Post Corporation.
At the same time, deploy public administrative kiosks at Public Administrative Service Centers at all levels and public postal points to support citizens in performing online public services and digitizing dossiers. In the third quarter of 2026, the province will coordinate with the Provincial Post Office to select a commune or ward to pilot the model of transferring certain tasks of guiding, receiving, digitizing dossiers, and returning administrative procedure results to the Post Office for execution.
Along with that, continue to implement collection and payment services in public administration and social welfare payments through the Post Office system, including social allowances, social retirement allowances, preferential allowances for people with meritorious services to the revolution, and other support payments in accordance with regulations.
Second, cooperate in deploying postal financial services. The province will expand the network providing comprehensive postal financial services and cashless payments such as money transfers, postal savings, credit, insurance, and bill payments to 100% of commune and ward post offices and some remote areas. At the same time, step up the collection of voluntary social insurance and household health insurance at postal points; implement solutions to support household businesses and small and medium-sized enterprises in digital transformation, using electronic invoices, digital signatures, and digital platforms for production and business activities.
Third, cooperate in providing distribution - communication services, connecting and consuming local agricultural products and OCOP products on the postal agricultural e-commerce platform. Accordingly, OCOP products, typical rural industrial products, and characteristic agricultural products of the province will be supported in construction, design, and information posting on the e-commerce platform; organize display booths and product introductions combined with the Postal General Store system at commune and ward post offices. At the same time, enhance the provision of transport, warehousing, and goods distribution services, supporting the connection and consumption of products inside and outside the province.
Fourth, cooperate in developing postal infrastructure and networks. The province will create favorable conditions for Vietnam Post Corporation to invest in building sorting centers, postal transit centers, and logistics infrastructure connected to key traffic routes. Along with that, renovate and upgrade commune and ward post offices according to the model of "Commune Postal - Public Administrative Service Center" combined with multi-service business; invest in equipment, computers, printers, cameras, and supporting tools to meet the needs of citizens when performing administrative procedures and using services provided by the Post Office.
The Provincial People's Committee assigns the Department of Science and Technology as the focal agency to monitor, urge, and inspect the implementation of the Plan; coordinate with departments, sectors, localities, and Bac Ninh Provincial Post Office to implement cooperation contents, and promptly advise on removing difficulties and obstacles during implementation. Departments, sectors, localities, and Bac Ninh Provincial Post Office are responsible for actively coordinating and mobilizing resources to ensure the effective implementation of the set goals and tasks./.
