Bac Ninh leads nationwide in quality of service to citizens and businesses in 2025

(BNP) - According to the report on the results of implementing the set of indicators for directing, managing, and evaluating the quality of service to citizens and businesses in the implementation of administrative procedures and public services in 2025, Bac Ninh province achieved a total score of 96.83/100, ranking first nationwide, excellently achieving the goal of leading the country.

This is the highest score of the province since the implementation of the set of indicators, with 4 out of 6 component indicators reaching over 97%, including Online Public Services and Online Payment reaching 100%.

The component indicators show that the quality of service continues to improve: Resolution progress reached 98.8%; Satisfaction level of citizens and businesses reached 99.2%; Document digitization reached 97.0%. The Transparency Index alone reached 88.3%, identified as an area requiring further improvement in 2026.

In 2025, 12 out of 13 departments and agencies achieved scores above 91 points. Leading the way was the Department of Internal Affairs (95.20 points), followed by the Provincial People's Committee Office (94.95 points) and the Department of Ethnic Minorities and Religion (94.84 points).

Units with scores between 91 and 93 points included: the Department of Culture, Sports and Tourism (92.92 points), the Department of Justice (92.67 points), the Department of Construction (92.39 points), and the Department of Finance (91.04 points). These are units that need continued efforts to improve in 2026, especially in the Online Payment and Document Digitization indices.

The Department of Education and Training is the only unit with a score below 90 points (88.81 points). The Department needs to urgently review and identify the causes and implement corrective measures in 2026 to ensure uniformity in service quality among departments and agencies in the province.

By December 31, 2025, 100% of communes and wards in the province will have achieved a score above 90 points. The average score will be 93.93 points; with 31 units achieving 95 points or higher. Hop Thinh commune achieved the highest score with 97.67 points. No units will be below the safe threshold.

As of December 31, 2025, the entire province has received 1,331,889 applications, of which the rate of online applications reached 96.91%. The rate of applications processed ahead of schedule and on time reached 98.65%.

Specifically, at the provincial level, the online application acceptance rate reached 99.99%, and the rate of timely and accurate resolution was 99.91%. At the commune level, the online application acceptance rate was 82.68%, and the rate of timely and accurate resolution was 99.96%. Electronic authentication documents accounted for 91.07% of the total number of authentication documents.

In 2025, the province will effectively implement many models such as: "Friday Quick Service", "Sunday for the People", "Friday Two No's", and providing administrative procedure services at home for the elderly and people with disabilities. The model of supporting online administrative procedures at the place of residence will be widely implemented, assisting approximately 65,000 people, processing over 101,000 online applications, and activating over 15,600 level 2 VNeID accounts.
