(BNP) - On September 6, in Noi Bai commune, Hanoi city, the groundbreaking ceremony of Component 3 of the Ring Road 4 Construction Investment Project - Hanoi Capital Region took place.

Attending the groundbreaking ceremony were Mrs. Bui Thi Minh Hoai, Politburo member, Secretary of the Hanoi Party Committee, Head of the Hanoi City National Assembly Delegation, Head of the Steering Committee for the Ring Road 4 Project; Mr. Vu Hong Thanh, member of the Party Central Committee, Vice Chairman of the National Assembly; Mr. Nguyen Thanh Nghi, member of the Party Central Committee, Head of the Central Policy and Strategy Committee.

The project has a total length of about 113.5 km, including 103 km of the main route and 9.7 km of the connecting route towards Noi Bai - Ha Long Expressway. The route has 13 elevated sections with a length of 80.98 km, accounting for 71% of the total length of the route. The project has a total investment of more than VND 56,000 billion.
The entire route has 08 interconnecting intersections and completes the Southwest intersection; 07 on- and off-ramps; 03 overpasses across the highway; 01 residential bridge and 31 residential traffic tunnel locations. The route has 3 large bridges over the river including: Hong Ha, Me So, Hoai Thuong.

This is a key national infrastructure project, of key significance in completing the transport network and enhancing regional connectivity. The expressway will directly connect the capital Hanoi with the provinces of Bac Ninh, Hung Yen and key economic regions in the North; at the same time, it will connect with the expressway system and radial axes, forming a synchronous and modern transport network for the Red River Delta region...

Speaking at the groundbreaking ceremony, Vice Chairman of the National Assembly Vu Hong Thanh highly appreciated and commended the efforts, endeavors and sense of responsibility of the provinces and cities as well as the coordination of the ministries, branches and the Project Management Board, consulting units, authorities and people of the localities where the project passes through, creating the most favorable conditions for the implementation of the project.

He requested the Hanoi People's Committee to focus on directing investors to promote the highest sense of responsibility, develop scientific and detailed construction plans and methods; mobilize human resources and modern machinery and equipment to ensure effective and quality construction; organize safe and smooth traffic, and maintain environmental sanitation; strictly comply with technical requirements and regulations of relevant laws; do not allow corruption, negativity, and waste to occur, causing loss of state assets.

03 provinces and cities: Hanoi, Bac Ninh, Hung Yen focus all efforts to accelerate the completion of all remaining site clearance work and hand over to the Project enterprise, ensuring the overall progress of the Project, the Vice Chairman of the National Assembly added.
