Prime Minister Pham Minh Chinh works with Bac Ninh province on Gia Binh International Airport project

(BNP) – On the morning of March 7, Prime Minister Pham Minh Chinh held a working session with Bac Ninh province regarding several issues related to the Gia Binh International Airport project and its connecting transport infrastructure.

The working session was attended by General Luong Tam Quang, Politburo member and Minister of Public Security, along with representatives of several central ministries and agencies. On the Bac Ninh side were Mr. Nguyen Hong Thai, Party Central Committee member and Provincial Party Secretary; Pham Hoang Son, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Committee; Vice Chairpersons Pham Van Thinh and Ngo Tan Phuong; and leaders of relevant departments, sectors, and localities.

Accelerating site clearance and resource preparation

At the working session, Chairman of the Provincial People’s Committee Pham Hoang Son reported that the province had consistently received close attention and direction from the Government and the Prime Minister, as well as strong coordination from central ministries—especially the Ministry of Public Security—in implementing key projects.

Bac Ninh identified the Gia Binh International Airport project and related projects, including the road connecting the airport to Hanoi, as key tasks in the current period. Relevant agencies and localities had been instructed to proactively coordinate with investors and mobilize resources to ensure progress.

According to the report, the project required land acquisition of approximately 1,960 hectares. So far, about 72% of agricultural and other land had been handed over to investors, and the province had committed to completing full site clearance by March 30, 2026. For residential land, inventory work and compensation plans had been completed, and clearance was underway for the runway area involving about 256 households across five villages. The relocation of 8,832 graves was completed before the Lunar New Year.

The province had also arranged 22 material mines with total reserves of about 150 million cubic meters to serve construction. Four resettlement areas were being implemented, with more than 70% of the land already handed over and full completion expected before May 15, 2026.

Airport planned as an “aerotropolis”

According to the investor’s report, Gia Binh International Airport was planned under an aerotropolis model, with a synchronized infrastructure system and divided into two investment phases. Phase 1 (2025–2030) was expected to reach a capacity of 30 million passengers and 916 thousand tons of cargo per year. By phase 2 of 2050, increase capacity to 40 million passengers and 2.5 million tons of cargo per year, with the potential to expand to 100 million passengers annually when necessary.

In the initial phase, the project would include two runways, a passenger terminal, and supporting facilities. Upon reaching 30 million passengers per year, a third runway (approximately 4,000 meters long) and expanded cargo terminals will be added. After 2030, additional passenger terminals on the eastern and western sides are planned, connected by an internal rail system.

Currently, many components were under construction: site clearance had reached about 53%, while piling and ground treatment had reached 34.5%. The project aimed to begin initial operations in March 2027. Key aviation support facilities—such as the air traffic control tower, radar, and meteorological systems—were expected to be completed by June 2026, with equipment installation starting in July 2026.

Developing transport infrastructure connections

Alongside the airport, Bac Ninh was implementing several major transport infrastructure projects. Notably, a 27.7-kilometer road connecting Gia Binh International Airport to Hanoi was planned, with 10 lanes, a design speed of 120 km/h, and a total investment exceeding VND 50 trillion.

For the Ring Road 4 project in the Hanoi Capital Region, the Bac Ninh section was approximately 23.5 km long. Site clearance had reached about 97%, and most of the roadbed construction had been completed.

At the meeting, Bac Ninh proposed that the Government and relevant ministries address obstacles related to compensation and site clearance policies; allow special mechanisms for the airport–Hanoi connection road; and study the development of a free trade zone, logistics systems, and a railway line linking Hanoi – Bac Ninh – China.

Building a modern airport as a new growth driver

Concluding the meeting, Prime Minister Pham Minh Chinh emphasized that, following the National Assembly’s resolutions, ministries and sectors had acted promptly to implement them. Amid global uncertainties, Vietnam must proactively leverage domestic resources to drive development.

He called on ministries, sectors, and localities to uphold the principle: “not wasting a single day, not delaying a week, not missing an opportunity for a month, and not being passive for a whole year.”

Regarding the Gia Binh International Airport project, the Prime Minister praised the coordination among the Ministry of Public Security, Bac Ninh province, and investors in implementing key components such as resettlement areas, site clearance, terminals, the control tower, and runway systems.

He affirmed that Gia Binh International Airport would be a dual-use international airport, serving both socio-economic development and national defense and security, and must be developed in a modern, smart, and civilized direction. The project was expected to form an aviation economic zone and a new-generation free trade zone, opening up new development space for Hanoi, Bac Ninh, and surrounding localities.

The Prime Minister requested Bac Ninh to urgently adjust planning with a long-term vision; implement synchronized transport connections; and complete site clearance on schedule. Ministries and sectors were tasked with coordinating technical infrastructure development, with Vietnam Electricity ensuring power supply, VNPT providing telecommunications infrastructure, and local authorities ensuring water supply and other technical services.

He stressed that the project must ensure progress, quality, compliance with technical standards, environmental protection, and strictly prevent corruption, waste, and negative practices.
