Speed ​​up progress of important national projects and works

(BNP) - On the afternoon of November 8, Prime Minister (PM) Pham Minh Chinh chaired the 21st online meeting of the Steering Committee for important national projects and works, key to the transport sector. Also attending the conference were Deputy Prime Minister Tran Hong Ha, Deputy Head of the Steering Committee; leaders of ministries, branches, units along with leaders of provinces and cities related projects.

At the Bac Ninh Provincial People's Committee’s venue, Vice Chairman of the Provincial People's Committee Ngo Tan Phuong chaired the conference.

At the 20th Session, the Prime Minister, Head of the Steering Committee, assigned 30 tasks to ministries, branches and localities, focusing on removing difficulties and obstacles, speeding up investment preparation procedures to start construction and inaugurate projects on December 19, 2025.

To speed up the implementation of key projects, the Prime Minister recently decided to add 3 projects (expansion of Phu Quoc International Airport, investment in construction of Gia Binh International Airport and construction of Can Tho 2 Bridge) to the list of projects under the Steering Committee.

Bac Ninh province is implementing components of key and important national projects including: Lao Cai - Hanoi - Hai Phong railway project; Ring Road 4 project - Hanoi Capital Region; Project of the route connecting Gia Binh airport with Hanoi capital (section passing through Bac Ninh province); Gia Binh International Airport construction investment project and related projects.

Regarding the progress of the Lao Cai - Hanoi - Hai Phong railway construction investment project, the section passing through Bac Ninh province has a total length of about 3.76km. Currently, the investor is implementing the site clearance work for resettlement areas, completing documents, submitting the project for appraisal to organize the implementation of project items.

The investment project to build Ring Road 4 - Hanoi Capital Region passes through Hanoi, Hung Yen and Bac Ninh, the section passing through Bac Ninh province has a total length of 35.3km. The province has basically completed the compensation and site clearance work and the relocation of technical infrastructure items is being actively implemented to ensure the overall progress of the project.

The project of the route connecting Gia Binh airport with Hanoi capital, the section of the project in Bac Ninh province has a total length of about 27.7km. The province has issued a Project Implementation Plan, which identifies specific work contents and completion timelines to ensure the project is completed before December 31, 2026.

The Gia Binh International Airport Construction Project and related projects have been handed over to the investor for implementation with an area of ​​over 650 hectares. The specialized agencies of Bac Ninh province are appraising the Feasibility Study Report of the project proposed by the Investor; the project is basically on schedule.

At the meeting, ministries, branches and localities reported and clarified difficulties and obstacles affecting the progress of project implementation such as: Site handover, technical infrastructure relocation; construction investment management when implementing the 2-level government model; project feasibility study report preparation; technical design preparation; development of investment method selection plan...

Concluding the meeting, Prime Minister Pham Minh Chinh acknowledged the efforts of ministries, branches and localities in performing tasks under the direction of competent authorities and the Head of the Steering Committee, basically meeting the requirements and progress of important national projects, key to the transport sector.

The Prime Minister requested all levels and sectors from central to local levels to continue to have high determination, make great efforts, and take drastic actions.

The Prime Minister asked Ministries, branches, localities, investors, contractors, relevant agencies and units to focus on resolving legal issues, investing in equipment, human resources and resources to implement construction, striving to complete ahead of the committed schedule, and soon put works and projects into operation and use.

The People's Committees of provinces and cities with Projects continue to promote the spirit of solidarity, strengthen coordination between the Central and local levels, between investors, contractors, consultants, promptly remove difficulties; seek support and mobilize people, especially in compensation, support, resettlement of projects... contributing to speeding up the progress of projects, striving to simultaneously start construction and inaugurate projects on December 19, 2025, PM Chinh added.

Speaking at the Provincial People's Committee bridge, Vice Chairman of the Provincial People's Committee Ngo Tan Phuong requested departments, branches and localities with key projects under implementation that are still stuck in compensation and site clearance (especially the Ring Road 4 project - Hanoi Capital Region) to focus on propagating and mobilizing the people, completing compensation and site clearance work, and handing over the site to the investor.
