Vice Chairman of Provincial People’s Committee Pham Van Thinh works to resolve difficulties at Tan Chi industrial cluster

(BNP) – On the morning of April 14, Member of the Provincial Party Standing Committee and Vice Chairman of the Provincial People’s Committee Pham Van Thinh chaired a working session with the investor of Tan Chi industrial cluster (IC) to conduct an on-site inspection and promptly address difficulties and obstacles.

Attending the meeting were representatives from the Departments of Industry and Trade, Finance, Agriculture and Environment; leaders of Tan Chi commune People’s Committee; and Sao Thuy Vietnam Investment Joint Stock Company (the investor).


Overview of the meeting.

Tan Chi IC had now completed infrastructure investment in two phases, reaching an occupancy rate of about 84.83%, with more than 41 hectares of industrial land already leased. Many secondary enterprises had come into operation, contributing to industrial development and job creation in the locality.

However, during implementation, several issues remained to be addressed. Site clearance at some locations had not been completed; in some cases, households had changed compensation demands compared to initial agreements; and financial obligations must still be fulfilled for areas designated for infrastructure planning but not yet fully reclaimed. In addition, the remaining land-use term was relatively short, and changes in incentive policies had affected the ability to attract secondary investors. High land sublease prices amid ongoing economic difficulties had also reduced the cluster’s competitiveness.

Concluding the session, Vice Chairman Pham Van Thinh acknowledged the company’s efforts in infrastructure development and investment attraction. Regarding land issues, he requested the investor to review and report in detail the areas not aligned with planning, in order to hand them over to local authorities or propose adjustments, thereby reducing financial obligations. The Department of Agriculture and Environment was assigned to guide the adjustment of land lease contract terms in accordance with regulations.

For site clearance issues, the Vice Chairman tasked the Department of Industry and Trade to coordinate with local authorities and the enterprise to agree on solutions. If consensus could not be reached, land would be reclaimed to implement the IC infrastructure in accordance with legal regulations.

Regarding production and business activities, the Vice Chairman requested the enterprise to urgently put the remaining land area into use to avoid resource waste, while proactively adjusting land leasing policies to enhance investment attraction under current conditions.

He also called on departments, sectors, local authorities, and the enterprise to strengthen coordination and focus on thoroughly resolving difficulties, creating favorable conditions for Tan Chi Industrial Cluster to maximize its investment efficiency and contribute positively to the province’s socio-economic development.
