Prime Minister Pham Minh Chinh attends groundbreaking ceremony of Gia Binh airport project
(BNP) - On December 10, in Gia Binh district (Bac Ninh province), Prime Minister (PM) Pham Minh Chinh attended the groundbreaking ceremony of Gia Binh airport project, which will enable the People’s Public Security Air Force to conduct training flights and readiness missions using equipped helicopters.

Participants at the ceremony were General Luong Tam Quang, Politburo member, Minister of Public Security; Mr. Nguyen Anh Tuan, Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial Delegation of National Assembly Deputies; Mr. Vuong Quoc Tuan, Alternate Member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People’s Committee; Mr. Dao Quang Khai, Member of the Provincial Party Standing Committee, Standing Vice Chairman of the Provincial People’s Committee; leaders of central ministries, departments and branches.
On September 17, 2024, the PM signed Decision No. 98/QD-TTg on approving the investment policy for the Gia Binh airport construction project. In the first phase, the airport will be built as a specialized facility with a 1,500-metre runway, covering approximately 125 hectares in Xuan Lai commune and Gia Binh township. It is expected to be completed in time for the 14th National Party Congress.

With the goal of building a multi-purpose, dual-use airport with specialized airport functions equivalent to level 4E, Gia Binh airport is a national key project, playing a particularly important role in the system of national defense and security projects.
Gia Binh Airport is a specialized defense and security facility. In addition to its primary mission of supporting training and combat readiness missions, the airport is dedicated to official flights of Party and State leaders, as well as international politicians, but it will also be able to handle cargo and passenger transport when requested.

Speaking at the event, PM Chinh noted that we are accelerating the implementation of three strategic breakthroughs, including infrastructure development, particularly in transportation and aviation. The development of aviation economy and the exploitation of space are among the new development drivers, contributing to promoting new productive forces, serving the development of the country in the new period.
Vietnam is currently focusing on investment in airport systems across the north, central and south regions, including dual-use airports that simultaneously support economic growth, national development, and defense and security needs, he added.

The PM stated that modern facilities, equipment and facilities would contribute to building a truly clean, strong, disciplined, elite and modern people’s police force that can be used and coordinated well with the forces of the people’s army when necessary.

With the attention of General To Lam since he was the Minister of Public Security and in his current position as General Secretary of the Party Central Committee, the agencies have urgently submitted to competent authorities and carried out procedures according to regulations to implement the Gia Binh airport project.

The PM commended the Ministry of Public Security, relevant ministries and sectors, as well as Bac Ninh province for effectively addressing various challenges, particularly regarding land, investment and funding procedures, to ensure the project stayed on schedule. He extended special thanks to the local residents for their willingness to allocate land for the facility.

PM Chinh urged the rapid implementation of the first phase and instructed the Ministry of Public Security to prepare the necessary procedures and conditions for the second phase.
The PM requested the Ministry of Public Security to implement the project with fastest time, best quality and cheapest price, thereby, replicating the implementation method with other works and projects.

The PM also asked Bac Ninh province and the Ministry of Transport to research and deploy the connecting road between Gia Binh airport and Hanoi capital with the requirements of shortest, most modern, most beautiful and 80-100m wide; the part in Hanoi will be assigned to Hanoi. The PM requested Bac Ninh to discuss and agree with the Ministry of Transport to deploy quickly, no later than June 2025, there must be a plan for this route.

The Ministry of Transport and the Ministry of National Defense were instructed to collaborate with the Ministry of Public Security, Bac Ninh province, and other relevant agencies to prepare for the second phase and develop dual-use infrastructure and an airport ecosystem.

The Government leader directed contractors to adhere strictly to the timelines, ensure quality, avoid cost overruns, and uphold labor safety and environmental standards, with the goal of completing the project before December 31, 2025.
