Keep improving the ranking of PCI and PAPI indexes

The PCI of Bac Ninh improved in 2018 with increasing overall score, component scores and ranking compared to 2017. Specifically, Bac Ninh reached 64.50 points, which is the highest score since 2011(+0.14 points), ranking 15th out of 63 provinces and cities (+2 grades) and being in the group of good quality provinces.
Among the component indexes, the province has 5 increasing indexes including Cost of time (+0.47); Dynamicity (+0.18); Labor training (+0.13); Legal & Security institutions (+0.67).
For the Provincial Governance and Public Administration Performance Index (PAPI), in 2018, Bac Ninh gained 45.74 points, in spite of rising 6.54 points compared to 2017, it just ranked 10th out of 63 provinces and cities (down 6 places). In which, 5 of 8 component indicators are in the group of provinces with the highest score.
Although being in the top 10 provinces and cities where the highest score has, the PAPI results in 2018 showed that Bac Ninh should make more efforts to improve the efficiency of governance and public administration, especially in the progress of building a centrally-run city.
Speaking at the meeting, Chairman of the Provincial People's Committee Nguyen Tu Quynh said that, although the scores of PCI and PAPI indexes of Bac Ninh tend to increase, the ranking has not been upgraded significantly on the national ranking table. However, the investment and business environment of the province is still very well evaluated, for instance, in the first quarter of 2019, Bac Ninh led the country in attracting FDI with a total investment of USD 455.7 million, accounting for 11.9% of total newly registered capital.
The Chairman stressed, improving the ranking of PCI and PAPI has always been considered one of the key tasks, which aim at a transparent administration, creation, and service. Therefore, all levels, sectors, and localities need to continue to strictly implement key tasks and solutions to improve the business environment and provincial competitiveness.
