PPC’s Chairwoman Nguyen Huong Giang inspects project of Ring Road 4
(BNP) - On the morning of December 25, Ms. Nguyen Huong Giang, Deputy Secretary of the Provincial Party Committee, Chairwoman of the Provincial People's Committee, and Standing Deputy Head of the Steering Committee (Steering Committee) of the Ring Road 4 project - Hanoi capital region, section through Bac Ninh province inspected the site clearance progress of the project in Mao Dien commune (Thuan Thanh town).

Mr. Ngo Tan Phuong, Vice Chairman of the Provincial People's Committee, Deputy Head of the Project Steering Committee also attended the delegation.
The investment project of building Ring Road 4 - Hanoi Capital Region, section through Thuan Thanh town, passing through 27 villages and quarters of 8 communes and wards: Mao Dien, An Binh, Tram Lo, Nghia Dao, Nguyet Duc, Ninh Xa, Ngu Thai, Song Lieu has an area of 185.4 hectares.
To date, the People's Committee of Thuan Thanh town has recovered 166.6 hectares/185.4 hectares of land, reaching 89.8% of the project's recovered land area; the remaining 18.8 hectares of land have not been recovered, of which 3.3 hectares are residential land; the area of agricultural land and specialized land is 15.5 hectares. The town is finalizing the compensation and support plan (phase 3) for the remaining communes.

After directly inspecting the project site and listening to the opinions of representatives of the people of Mao Dien commune, Chairwoman Nguyen Huong Giang praised the investor, industries and localities for their efforts in implementing the project in recent times. At the same time, she respectfully thanked the residents for their consensus and support so that the project could be implemented on schedule.
Giang requested the People's Committee of Thuan Thanh town to further strengthen propaganda work and mobilize residents to actively support and implement the province's compensation policy as well as urgently hand over the site to the investor to ensure the overall progress of the entire project.
Regarding the recommendations, the Chairwoman said that the Central Government and the province have specific regulations, conclusions and instructions on related contents. She requested that the People's Committee of Thuan Thanh town carry out support and compensation for site clearance according to regulations. She also urged the Department of Natural Resources and Environment to provide guidance on property support for expired contracts, establish a compensation and support plan for cases of improper land allocation from March 2008 to June 2009 (after July 1, 2004).
Regarding the proposal for tombs with special architecture, in special locations, where the tomb owner has built a number of auxiliary works, Giang required the Compensation and Clearance Council of Thuan Thanh town to proactively organize compensation and site clearance tasks, prepare estimates or hire a qualified consulting unit to prepare estimates and submit them to competent authorities for approval according to regulations.
Giang asked the investor to preside and coordinate with localities to review land areas outside the planning boundary of 90 m, intercropping land; install additional site clearance stakes at these locations to hand over to the locality for counting, additional measurement and an estimate of site clearance costs.
