Reviewing and completing draft Decree on guiding implementation of Land Law

(BNP) - On June 18, the Deputy Prime Minister (PM) Tran Hong Ha chaired an online meeting to provide comments on the draft Decree on guiding the implementation of the Land Law.

Attending the meeting at Bac Ninh’s venue were Mr. Dao Quang Khai, Member of the Provincial Party Standing Committee and Vice Chairman of the Provincial People’s Committee, and leaders of departments, branches and sectors.

According to a report from the Ministry of Natural Resources and Environment, after receiving and revising, the draft Decree clearly stipulates: localities that do not organize district-level People’s Councils, the district-level People’s Committees will submit to provincial-level agencies with land management functions to appraise district-level land use planning; in cases where land use planning is not required, the district level shall base its implementation on the general planning or approved zoning planning; review and amend land use allocation criteria for rice cultivation land, protective forest land, special-use forest land, production forest land that is natural forest, land for perennial crops, and industrial park land.

At the meeting, delegates discussed and agreed on the order, procedures, and regulations for land allocation, land lease, and change of land use purpose, including confirmation of payment completion of land use fees. Land lease that is carried out in accordance with the law on tax administration and results is sent to the land management agency; clarify cases where it is necessary to order, assign tasks, or bid to select consultants for national land use planning, provincial land use planning, district land use planning, district-level annual land use plan...

Deputy PM Tran Hong Ha emphasized the importance of the draft Decree for unification and synchronization in the implementation of the 2024 Land Law. The draft Decree has been held many times to get comments from relevant ministries, branches and localities.

The Deputy PM requested that the drafting agency would focus on reviewing, absorbing, and fully synthesizing opinions to complete the content of the draft Decree, and submit it to competent authorities for consideration, as well as promulgate it on time, ensuring timely guidance on the implementation of the 2024 Land Law when the law takes effect.
