At the meeting, Ms. Nguyen Thi Mai Dung introduced the socio-economic development of Lao Cai with its potentials and advantages in developing local foreign affairs work. The border length of Lao Cai with Yunnan province, China is nearly 200km. In 2007, the province completed the land demarcation for making border management more conveniently. Thank to the expansion of Lao Cai Border Gate Economic Zone, Lao Cai province leads the Northwest region in terms of export and import value. As of April 2017, it reached nearly $1billion.

On November 19^th 2004, Lao Cai Department of Foreign Affairs was established under Decision No. 686/QĐ-UB of Lao Cai Provincial People's Committee, on the basis of strengthening and upgrading from Board of Foreign Affairs and Border. Through 13 years of building and development, Lao Cai Department of Foreign Affairs has made significant contributions to the development of local foreign affairs in particular, the socio-economic development of the province in general. Lao Cai Department of Foreign Affairs has now 27 officials and employees with 04 divisions: Office, Consulate and overseas Vietnamese, Border Management, International Cooperation. For emphasizing the need of experiences exchange, studying between the two departments, Ms. Nguyen Thi Mai Dung expected divisions of 2 departments to regularly exchange and help each other.

Mr. Tran Ngoc Thuc - Director of Bac Ninh Foreign Affairs Department thanked Lao Cai Department of Foreign Affairs for the warm welcome and facilitating the delegation to exchange and learn experiences. He also had a brief on the socio-economic development of Bac Ninh province. As of May 2017, Bac Ninh is on top of the country in term of attracting Foreign Direct Investment (FDI) with various leading targets, for example, the registered capital is $2.7 billion of nearly 1,000 businesses from more than 30 countries and regions; Industrial Production Value reached over $14,000 billion; State Budget revenues reached nearly VND10 trillion.

Bac Ninh Department of Foreign Affairs was established in December 2015 and came into operation in March 2016. At present, the Department has 19 officials and employees with 04 divisions: Office, Consulate and Overseas Vietnamese, International Cooperation and Inspection. It is considered as a good opportunity for the delegation to share troubles and study experiences to carry out the external affairs as well as to promote good ties between Department of Foreign Affairs of two provinces, Mr. Thuc said./.
