18 rules of "Traffic culture" of Bac Ninh people

(BNP) - 18 rules of "Traffic Culture" of Bac Ninh people are specified in the Code of "Traffic Culture" of Bac Ninh people in Decision No. 600/QD-UBND dated December 14, 2023 of the Provincial People's Committee.

Accordingly, 18 rules are applied to subjects including state management agencies for traffic, organizations and individuals, and citizens participating in traffic.

For state traffic management agencies, it is necessary to:

1. Propagate, disseminate, and educate the law on traffic order and safety to all people, suitable for each subject.

2. Carry out state traffic management with responsibility and results one level higher than the tasks assigned by superior management agencies, party committees, and local authorities.

3. Proactively overcome shortcomings in traffic organization; upgrade Bac Ninh traffic infrastructure to be modern, smart, civilized, synchronous, aesthetic, and environmental to create convenience when traveling and ensure safety for people when participating in traffic.

For functional forces tasked with ensuring traffic order and safety, it is necessary to:

1. Take the people as the resource, motivation, and goal in ensuring traffic order and safety, for the safety of people's lives and property.

2. Implementing the motto "when people need it, it is difficult for them to have a traffic police force" during the process of participating in traffic.

3. Organize traffic scientifically, reasonably, and conveniently for traffic participants.

4. Proactively handle the situation strictly according to the provisions of the law; do not let public violations, disregard for the law, and objections to traffic order and safety spread on social networks, causing negative impact on social awareness, especially among young people.

5. Behave civilly; do not harass or be negative when performing official duties.

For traffic participants: Forming a traffic culture among Bac Ninh people requires:

1. Voluntarily strictly comply with laws on traffic order and safety.

2. If you drink, do not drive.

3. Do not jostle when participating in traffic. Even if there is a traffic jam, still stay in the right lane. Stop and park your vehicle according to regulations.

4. Use car horns according to regulations; do not abuse the use of car horns, causing noise pollution and danger to road users.

5. Regularly practice and supplement safe vehicle operating skills; update legal regulations on traffic order and safety.

6. Actively give way; respect and help everyone in traffic, especially victims, disabled people, the elderly, children, and pregnant women.

7. Be civilized, polite, and have a positive cooperative attitude when a traffic collision occurs; proactively coordinate with functional forces to resolve violations of traffic order and safety and in providing first aid and emergency care for traffic accident victims.

8. Grandparents, fathers, and mothers set an example by obeying the law and behaving civilly when participating in traffic.

9. Promptly condemn negative acts and violations of the law on traffic order and safety; actively propose initiatives in the field of ensuring traffic order and safety.

10. Maintain safe, clean, and beautiful vehicles participating in traffic; do not paint, paste, or draw offensive images that violate the law on vehicles.
