Bac Ninh takes lead in implementing mechanisms and policies to honor and treat Quan Ho artisans
(BNP) - After Quan Ho folk songs were recognized by UNESCO as an intangible cultural heritage of humanity, Bac Ninh has carried out many activities to preserve and promote its value. Notably, many policies have been issued for Quan Ho artisans and villages, thereby, demonstrating the province’s attention and responsibility for conserving the soul and cultural quintessence of the homeland and the nation. Bac Ninh is the first and only locality in the country to honor and have a preferential treatment policy for artisans.

Up to now, the Provincial People’s Committee has awarded 156 Quan Ho artisans. The President has awarded 9 people’s artisans, 37 meritorious artisans, 2 people’s artists, and 17 meritorious artists.
For 156 Quan Ho artisans, the province granted a Certificate of Recognition by the Chairman of the Provincial People’s Committee, along with a one-time bonus equal to 7 times the basic salary and accompanying benefits.

For the titles of “Meritorious Artisan” and “People’s Artisan” conferred by the President (for which the State does not have a preferential treatment regime), a one-time level of preferential treatment of the province will be applied.

In addition, some organizations and individuals also have ways to honor and encourage artisans and artists, typically the Pham Van Tra Fund.
The Provincial People’s Committee recognized 44 original Quan Ho villages and 150 Quan Ho practice villages. At the same time, there is a mechanism to support Quan Ho villages and Quan Ho clubs annually with the following support levels: original Quan Ho villages of 30 million/village/year; Quan Ho practice villages of 20 million/village/year; Quan Ho clubs outside the province of 20 million/club/visit.

In the 2009 – 2024 period, Bac Ninh province has spent a lot of money investing in building cultural institutions and equipment related to the work of preserving and upholding the value of Quan Ho Folk Song. Especially, the cultural complex of the Quan Ho Ancestor in Hoa Long ward, Bac Ninh city; 6 Quan Ho Folk Song singing huts on the Lim Hill relic site (Tien Du district); 11 Quan Ho hosting houses - unique cultural institutions of Quan Ho people; investing in equipment for 45 Quan Ho clubs in 44 original Quan Ho villages.
Therefore, Bac Ninh continues to promote cultural activities in the community and enhance exchange activities between localities, thus contributing significantly to the preservation and promotion of the value of Quan Ho Bac Ninh Folk Songs.
