Secretary Nguyen Anh Tuan works in Singapore and Japan
(BNP) - From December 1 to December 7, Mr. Nguyen Anh Tuan, Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial Delegation of National Assembly (NA) Deputies, joined the high-ranking delegation of the NA led by Mr. Tran Thanh Man, Politburo member, Chairman of the NA, to pay an official visit to Singapore and Japan. In addition to the activities of the high-ranking delegation, Secretary Nguyen Anh Tuan had a bilateral working program on the sidelines with partners from both nations to connect, strengthen cooperation and promote investment.

*On December 2, Secretary Nguyen Anh Tuan met and worked with One Heritage Capital Management (SG) Pte. Ltd. Mr. Joe Hui, Founder of One Heritage Capital Management, received and worked with the delegation.
One Heritage Capital Management Pte. Ltd. is a licensed fund management company and an external asset management company that offers asset management services to high-net-worth individuals and corporations. The company is a wholly owned subsidiary of One Heritage Holding Group Limited, which is located in Hong Kong and licensed by the Securities and Futures Commission.
With a successful 19-year history and presence in 11 cities globally, the company provides a comprehensive suite of services in global asset management, real estate development and management as well as innovative enterprise management technology solutions. The Group’s real estate business is managed by One Heritage PLC, a UK-based company listed on the London Stock Exchange. One Heritage PLC focuses on the residential sector, particularly in the north of England.
The Secretary briefed on Bac Ninh province’s recent outstanding socio-economic results. At the same time, he said that Bac Ninh province is attracting investment in the following areas: developing industrial park infrastructure associated with developing urban areas and services; logistics; high-tech industry (energy batteries, semiconductors, chips, etc.); information technology; biology; education and training; health care services; environment; energy; high-end commercial service complexes (commercial centers, entertainment, training services, international healthcare, etc.); infrastructure investment projects, urban development and ecology.
Tuan hoped that the company would study and expand its investment in Bac Ninh in infrastructure (hard and soft infrastructure), green transformation, digital transformation as well as discuss managerial experience and policies to support small and medium-sized enterprises. “Bac Ninh province has a very favorable geographical location, adjacent to the capital Hanoi, with many foreign enterprises, thus the demand for high-end real estate is very large. I hope that the company will research and invest in real estate in Bac Ninh such as urban and ecological projects”, he stressed.

Also on December 2, Secretary Tuan worked with Ms. Nguyen Thu Thao (Thao Griffiths), Director of Public Policy - in charge of the Vietnam, Laos and Cambodia markets at the Asia-Pacific office of Meta (formerly Facebook) in Singapore. This is a multinational technological corporation headquartered in Menlo Park, California. It has a network of offices spread across the region, with main operating centers located in Singapore, Tokyo and India. Here, Meta focuses on several key areas of operation such as product research and development, sales, marketing and operations. During the meeting, the two sides discussed cooperation opportunities and investment promotion in Bac Ninh for digital technology and AI development.

At the meeting, the two sides discussed climate change, environmental protection, foreign investment attraction, guiding new regulations on land access for FDI enterprises in the industrial, urban and service sectors, sustainable development cooperation, marine economy, offshore wind power development, enhancing high-quality human resource training and cooperation orientations between the two ministries and localities in the coming time.
Secretary Tuan said that Bac Ninh province has regarded Singapore as a strategic investment attraction partner, focusing on attracting investment in the following areas: industrial park infrastructure development associated with urban and service development; logistics; high-tech industry (energy batteries, semiconductors, chips, etc.); information technology; biology; education and training; health care services; environment; energy; high-end commercial service complexes (commercial centers, entertainment, training services, international healthcare, etc.); infrastructure investment projects, urban development, ecology. Bac Ninh province is orienting to develop green industrial parks and green urban areas, which are very suitable for Singaporean investors, he added.
Tuan expressed his hope to receive support from Singapore in attracting Singaporean businesses to explore investment in Bac Ninh in the above fields. Bac Ninh province is committed to further improving the investment and business environment, creating a favorable business environment as well as ensuring security and safety for investors. Bac Ninh province always considers the investors’ success as the province’s success. When investors invest in Bac Ninh province, the province will accompany and provide the necessary conditions as well as the most active support possibility for them.

Aeon Mall is Japan’s largest shopping mall developer with an aim to becoming a market leader in Asia. In order to promote its investment strategy and expand its business in international markets, Aeon Mall is constantly developing and investing in new shopping malls in Southeast Asia. AeonMall Vietnam Co., Ltd. was officially established in January 2013 and will continue to contribute to the development of Vietnam. In 2018, AEON Group decided that Vietnam is a key investment market in Southeast Asia with the goal of opening and operating more shopping mall projects in Vietnam.
Over the years, AeonMall has expanded throughout the provinces and cities across the country, typically Hanoi city, Ho Chi Minh city, Binh Duong, Hai Phong, and Hue.
Newland Investment Joint Stock Company and AeonMall Vietnam Co., Ltd. formed a close cooperative relationship, especially in the field of commercial real estate. Speaking at the meeting, the Secretary said that with rapid urbanization and strong industrial development, Bac Ninh is becoming one of the attractive destinations in the real estate and trade sector. The province has a potential consumer market due to its young population, increasing income and large labor force. In addition, its favorable geographical location and tourism development potential also attract many domestic and foreign tourists.
In September 2024, at the Conference on announcement of Planning and Investment Promotion for Bac Ninh province in 2024, the province officially signed a Memorandum of Understanding (MoU) with AeonMall Vietnam Co., Ltd. to implement the AeonMall Bac Ninh Project, with a total investment of USD 190 million.
In order to maximize the potential of the Vietnamese market in general and Bac Ninh province in particular, and concretize the content of the MoU, Secretary Tuan proposed that the two sides would continue to coordinate closely to accelerate the project progress, and develop a detailed and transparent implementation plan. Bac Ninh province will actively support AeonMall and Newland Investment Joint Stock Company in finding and selecting the most suitable location to build a commercial center, ensuring long-term business efficiency. AeonMall Vietnam can expand its cooperation with local partners to deploy telecommunications - information technology infrastructure services, contributing to improving service quality and customer experience.

*On December 5, Secretary Nguyen Anh Tuan worked with JFE Engineering Corp. This is one of Japan’s largest industrial corporations, affirming its position in the international market, especially in the fields of construction and environmental treatment.
In Bac Ninh province, a high-tech waste-to-energy plant project in Thuan Thanh town started construction in January 2022 and was licensed to receive and treat solid waste from January 1, 2024. The project is implemented by T&J Green Energy Company Limited. This is a joint venture company established by Thuan Thanh Environment Joint Stock Company and JFE Engineering Corporation on December 28, 2020.
At the meeting, the Secretary affirmed that Bac Ninh province has clearly defined the transition to a green economy as one of the top priorities to ensure sustainable development. Investment in clean energy and waste treatment projects, especially high-tech waste-to-energy plants, is completely in line with the province’s development orientation. Bac Ninh is committed to creating the most favorable conditions for JFE Corp’s projects to be implemented quickly and achieve the highest efficiency. Bac Ninh is very interested in and encourages the Corp to cooperate with local companies to develop new recycling projects in the province. This not only helps to solve the problem of environmental pollution but also opens up new business opportunities, promoting sustainable development for both sides.
