Bac Ninh aims to develop green, smart urban system based on Multi-Center model

(BNP) - The urban system of Bac Ninh province will develop according to a multi-center, green, smart, and sustainable model, linked to economic corridors, modern transportation infrastructure, and new development spaces. This is one of the key orientations identified in Decision No. 1730/QD-UBND of the Provincial People's Committee approving the adjustment of the Bac Ninh Provincial Planning for the period 2021-2030, with a vision to 2050.

Bac Ninh strives to develop urban areas according to a multi-center model with clear stratification and classification.

According to the Plan, Bac Ninh province will be built to achieve Type I urban status and become a centrally-governed city with an urban system developed according to a multi-center model, with clear stratification and classification, linked to regions, sub-regions, and key economic corridors; Ensuring close linkages between urban areas and the Hanoi Capital Region, the Red River Delta region, and national economic corridors. Promoting the role of central and dynamic urban areas such as Bac Giang, Kinh Bac, Tu Son, Tien Du, Yen Phong, Que Vo, Gia Thuan, Hiep Hoa, Tan Yen - Yen The, Lang Giang - Luc Nam, Luc Ngan, and Son Dong in fostering economic growth, high-tech industrial development, services, logistics, and innovation.

Striving to achieve an urbanization rate of approximately 65-70% by 2030; under conditions of rapid and complete development according to the Resolution on urban classification issued by competent authorities, the target could reach 90% or more. Urban development will be oriented towards concentration, limiting scattered and fragmented expansion, and efficiently utilizing land resources and technical infrastructure.

One of the highlights of the Plan is the development of smart cities, green growth, adaptation to climate change, and integration with the Transport-Oriented Development (TOD) model. The province prioritizes the formation of TOD clusters along expressways, ring roads, high-speed railway lines, train stations, airports, ports, and logistics centers to improve land use efficiency, reduce pressure on transportation infrastructure, and promote the development of high-quality commercial and service centers.

In parallel with urban spatial development, Bac Ninh will focus on investing in and completing the technical infrastructure, digital infrastructure, shared databases, and smart urban management systems; gradually improving the quality of life, and strengthening the capacity for modern urban management and operation.

Furthermore, the Plan also defines the direction of rural development towards modernity and sustainability, linked to the construction of advanced new rural areas, model new rural areas, and the development of ecological agriculture and high-tech agriculture. Rural spaces are organized in conjunction with concentrated production areas and agricultural-industrial-service value chains; while continuing to invest in the synchronous development of technical and social infrastructure, preserving ecological landscapes and cultural identity, and gradually narrowing the development gap between urban and rural areas.
