(BNP) – Vice Chairman of the Provincial People's Committee Pham Van Thinh has just signed and issued Notice No. 414/TB-UBND on target orientations and encouraging businesses to invest in installing self-produced and self-consumed rooftop solar power for the 2nd phase (until the end of 2027).

According to the Notice, the province encourages 200 large electricity-consuming businesses in the area to deploy the installation of self-produced and self-consumed rooftop solar power systems with a total minimum oriented capacity of 296.5 MW. Businesses are encouraged to invest with a higher capacity than the oriented level suitable for their electricity demand and actual conditions.
Businesses can choose various investment forms for rooftop solar power systems such as: Self-investment; renting a system implemented by another investor with the rent calculated based on electricity consumption output or combining investment cooperation with another investor; investment cooperation with another investor or other legal forms according to regulations, ensuring the principle of self-production, self-consumption and matching the electricity usage needs of the business.
Implementation capital is mobilized from "green credit" sources of credit institutions, investment funds, environmental protection funds with preferential interest rates and other legal capital sources according to regulations.
To implement effectively, the Provincial People's Committee assigns the Department of Industry and Trade to preside over and coordinate with the Provincial Industrial Zones Management Board, Bac Ninh Power Company, electricity retail units and relevant agencies to guide and support businesses in carrying out registration procedures for rooftop solar power development; monitor implementation progress, periodically summarize, and report to the Chairman of the Provincial People's Committee.
The Provincial Management Board of Industrial Zones, the People's Committees of communes, wards and relevant agencies and units are responsible for propagating, guiding, and creating favorable conditions for businesses to deploy projects; promptly removing difficulties, not generating additional procedures outside of regulations.
Bac Ninh Power Company and electricity retail units coordinate to provide technical guidance, check grid connection conditions, and ensure safe operation of the power system; strictly prohibit acts of causing difficulties or obstructing businesses when they fully meet regulations.
The Provincial People's Committee also requests credit institutions to prioritize allocating green credit capital sources to support businesses investing in rooftop solar power systems and power storage systems; requires departments and branches to apply a "green lane" mechanism in resolving related administrative procedures, and strictly handle cases causing delays or obstructing the project implementation process./.
