(BNP) - On the afternoon of June 27th, at the Government Headquarters, Prime Minister Le Minh Hung chaired the online conference summarizing the first six months of 2026 of the State Steering Committee for key national projects on transportation.

The conference was held in person at the Government Headquarters and connected online to the provinces and cities with key national projects in the transportation sector.
Presiding at the Bac Ninh’s venue was Mr. Pham Hoang Son, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee.
Currently, the whole country is implementing 55 projects with 124 sub-projects belonging to key national projects in the transportation sector. In the first six months of 2026, ministries, sectors, and localities completed 18 out of 54 assigned tasks, and many difficulties regarding land clearance and material sources were resolved, contributing to accelerating the progress of the projects. However, some projects are still delayed due to obstacles in investment procedures, investor selection, lack of construction materials, and land clearance. To date, the entire North-South Expressway (Eastern section) has been put into operation nationwide, the Bien Hoa - Vung Tau project has been completed, and an additional 395 km of expressway will be put into use in the first six months of 2026.
The total disbursement value of road projects under the Steering Committee's list in the first six months of 2026 is approximately VND 18,753/63,777 billion (reaching about 29%), higher than the national average disbursement rate (about 24.2%).

Speaking at the Bac Ninh’s venue, Chairman Pham Hoang Son reported on the progress of key projects in the province and proposed several solutions to ensure progress according to the Government's requirements.
Regarding the Ring Road 4 - Capital Region Project (section through Bac Ninh province), the locality has completed land clearance for the core area, with a disbursement rate of 74%. However, the construction progress of the parallel road has only reached 48.7% of the contract value due to the limited capacity of some contractors and a shortage of construction materials. The province has replaced weak contractors, completed the licensing of material mines from June 12, 2026 to ensure the supply of embankment soil, and requested units to accelerate construction, striving to complete the parallel road by December 2026.
Regarding the road connecting Gia Binh International Airport with Hanoi, land clearance has reached approximately 80%, with 304 out of 310 hectares handed over to the investor. The province will simultaneously implement all components starting from May 19, 2026, and proactively use public investment capital to complete the 9km section that has not yet attracted investors, ensuring the synchronous completion of the entire route to serve the APEC Conference. On June 26, 2026, the province signed a Build-Transfer (BT) contract with the investor after reaching an agreement with Hanoi city.
For the Gia Binh International Airport Project, Bac Ninh has completed land clearance for all 1,700 households in the planned area and handed over the cleared land to the investor from June 20, 2026. The implementation process did not require coercive measures thanks to the consent of the people. At the same time, the province has licensed 22 material quarries to ensure the supply for the project's construction.
At the conference, Bac Ninh proposed that the Prime Minister direct the early implementation of the Ring Road 5 section passing through the province with a total investment of approximately 1,500 billion VND, in order to avoid the risk of delayed disbursement and strengthen inter-regional connectivity.
The Chairman affirmed the determination to focus intensely on resolving difficulties and accelerating the progress of key projects, contributing to promoting the socio-economic development of the locality and the region.

Concluding the conference, Prime Minister Le Minh Hung requested ministries, sectors, and localities to continue resolving difficulties, accelerating land clearance, ensuring material supply, reducing administrative procedures, and accelerating the disbursement of public investment capital to ensure the progress of key transportation projects.
The Prime Minister emphasized the application of digital transformation in management and construction. The directive requires investors and contractors to ensure that project progress goes hand in hand with quality, and to strengthen inspections and strictly handle violations during implementation.
