(BNP) - The Provincial People's Committee has just issued Plan 131/KH-UBND to improve the digital transformation index (DTI) of Bac Ninh province.

The plan aims to mobilize the overall strength of the entire political system, promote the role of leaders, departments, branches and localities in implementing digital transformation tasks; create strong changes in action and real effectiveness. Continue to improve digital governance capacity, digital infrastructure, digital skills of officials, civil servants and people, thereby improving the operating environment, developing the digital economy, digital society, towards a modern digital government, better serving people and businesses. Strive to improve the score and ranking of the DTI Index of Bac Ninh province in 2025 to reach ≥ 0.75 in the group of 10 leading provinces/cities nationwide, significantly improving the scores and rankings of component indices, especially the group of weak indices.
To achieve the set plan goals, in 2025 the Provincial People's Committee will continue to implement solutions to increase the rate of online public services throughout the process. Review, standardize and digitize the internal processes of 100% of qualified public services, especially procedures with high frequency of records, to convert to online public services throughout the process. Strive for the rate of online public services throughout the process to reach at least 60% of the total number of online public services in the province.
Strengthen propaganda, dissemination, and guidance for people to know and submit the entire application online. Deploy the campaign "Support 100% of people" at the Public Administration Service Department at the provincial and communal levels; arrange staff, youth union members, members of the Digital Technology Team 3 to support the community and provide full equipment to guide people to submit the entire application.
Apply AI and shared digital platforms, proactively coordinate with the Ministry of Science and Technology to review and evaluate the unmet standards of the old Bac Giang Data Center, ensuring that by 2025 the old Bac Giang Data Center is recognized by the Ministry of Science and Technology as meeting the standards to maximize the score. Deploy a campaign to popularize personal digital signatures for people and businesses, raising this rate to a minimum of 30% in 2025 to facilitate the implementation of highly legal electronic transactions.
The Provincial People's Committee assigned the Department of Science and Technology to preside over, guide, urge and inspect departments, branches, commune-level People's Committees and related units in implementing the Plan. Collect data and verification documents from units assigned to preside over the implementation of targets, tasks and solutions; synthesize general data of the indicators of the Digital Transformation Index, report to the Provincial People's Committee and the Ministry of Science and Technology as required.
Departments, branches, People's Committees of communes, wards and related units assigned to coordinate tasks are responsible for performing the tasks requested by the unit in charge of coordination and implementing the reporting regime.
