Bac Ninh supports foreigners in buying and renting housing in province

(BNP) - In Document No. 2303/UBND-XDCB, the Chairman of the Provincial People's Committee directed support for foreigners in purchasing and renting housing in Bac Ninh province.

The Chairman directed the Department of Construction to take the lead, in coordination with the Provincial Police, the Provincial Military Command, and relevant units, to review and publicly announce on the province's and the Department's electronic information portals the list of commercial housing construction investment projects that foreign organizations and individuals are permitted to own under the provisions of the 2023 Housing Law, and to propose solutions. Simultaneously, a plan will be devised to hold a workshop on "housing for foreign organizations and individuals living in Bac Ninh province".

The Department of Agriculture and Environment advises on the procedures for providing land use rights and property ownership certificates to Vietnamese citizens living overseas. Simultaneously, it requires the Provincial Land Registration Office to appoint specialist staff to give advice and accelerate the completion of housing transactions for foreigners. A summary report will be compiled on the total number of cases where foreign organizations and individuals, as well as Vietnamese citizens residing abroad, have been granted land use rights certificates and property ownership certificates for apartments attached to residential land between now and March 15, 2026.

The Provincial Public Security simplifies temporary residence registration procedures for foreigners renting houses; and guides landlords to register online quickly, ensuring security and order.

The Department of Culture, Sports and Tourism in coordination with media agencies will promote the dissemination of new regulations on land and housing laws in multiple languages ​​(English, Korean, Chinese, Japanese, etc.) to facilitate access for foreign organizations and individuals.

Project investors, real estate businesses, and people must offer accurate information about the project's legal status and the terms under which foreigners can sign contracts to buy, lease, or rent properties. Any activities that cause difficulties, hassles, or require paperwork beyond what is required by law for international and overseas Vietnamese clients are absolutely banned.
