In order to implement the directives of the Central Government and the Government on providing online public services in a centralized model, integrated on the National Public Service Portal, and to improve the quality of handling administrative procedures for citizens, businesses, and organizations in the province,
The Chairman requests that departments, agencies, and localities focus on reviewing, creating, and assigning account permissions, ensuring that 100% of individuals and units participating in handling administrative procedures are granted accounts and are ready to process work on the system. Units should proactively update complete information on administrative procedures, develop online public services and electronic processes for procedures that have not yet been implemented or have not been fully implemented, ensuring smooth and efficient processing of applications.
Departments and agencies should coordinate with the Provincial People's Committee Office (Public Administrative Service Center) in managing and operating the system; and transfer provincial-level administrative accounts for centralized management. Simultaneously, they should proactively monitor the implementation progress of the Ministries, coordinate training, testing, and system operation.
The Department of Science and Technology should take the lead in technical matters, ensuring the readiness for integration and interconnection of the province's shared information systems with the centralized system at the Ministry level; and support training, operation, and handling of technical issues arising during implementation.
For the People's Committees of communes and wards, they are required to proactively review and ensure that 100% of officials involved in handling administrative procedures are granted and assigned accurate accounts. Prepare the necessary infrastructure to support training and system operation. Simultaneously, ensure that 100% of administrative procedures are received and processed correctly and on time; fully implement the digitization of documents, provide electronic results, and exploit and reuse data as prescribed.
The Chairman requests that the heads of agencies, units, and localities seriously implement and be responsible to the Chairman of the Provincial People's Committee for the results of implementation; promptly report any difficulties or obstacles for consideration and guidance./.
