Duties and powers of polling station committee

(BNP) - Polling stations are established in each polling area to perform duties and exercise powers throughout the election process for the 16th National Assembly and People's Councils at all levels for the 2026-2031 term.


No later than January 31, 2026 (43 days before the election), the People's Committee at the commune level, after consultation with the Standing Committee of the People's Council and the Standing Committee of the Vietnam Fatherland Front at the same level, shall decide to establish a Polling Station Committee in each polling area to carry out the election of the 16th National Assembly and People's Councils at all levels for the 2026-2031 term.

The Polling Station Committee consists of 11 to 21 members, including the Head, Secretary, and members who are representatives of state agencies, political organizations, socio-political organizations, social organizations, and representatives of voters in the locality.

In special zones with a permanent population of less than 1,000 people and without a local government organization, the People's Committee of the special zone, after consultation with the Standing Committee of the Vietnam Fatherland Front at the same level, shall decide to establish an Election Team in each polling area to conduct the election of National Assembly representatives and provincial People's Council representatives.

The Election Team shall have the following duties and powers:

1. To be in charge of election work in the polling area;

2. To arrange polling rooms and prepare ballot boxes;

3. To receive documents and ballots for the election of National Assembly representatives and People's Council representatives from the respective Election Committees; to issue voter cards and ballots stamped by the Election Team to voters;

4. To regularly inform voters about the election date, polling place, and voting time within 10 days before the election day (i.e., from March 5, 2026 to March 14, 2026).

5. Ensure strict compliance with election laws and regulations and polling station rules;

6. Resolve complaints and denunciations regarding the performance of duties and powers of the Election Committee; receive and forward to the corresponding Election Board complaints and denunciations concerning candidates for National Assembly representatives, candidates for People's Council representatives at each level, and other complaints and denunciations not within the Election Committee's jurisdiction;

7. Count votes and prepare minutes of the vote counting results for the 16th National Assembly election and minutes of the vote counting results for the People's Council representatives at each level for the 2026-2031 term to be sent to the corresponding Election Boards;

8. Transfer the minutes of the vote counting results and all ballots to the People's Committee of the commune where the polling area is located upon completion of vote counting;

9. Report on the organization and conduct of the election as prescribed by the superior election management organizations; 10. Conduct additional elections or re-elections at polling stations (if any).
