Groundbreaking of FECON IP Hoa Yen Industrial Park

(BNP) - On the morning of April 3, FECON Group officially started construction of FECON IP Hoa Yen Industrial Park in Hiep Hoa commune, Bac Ninh province.

Attending the groundbreaking ceremony were Ms. Nguyen Thi Kim Ngan, former Member of the Politburo and former Chairwoman of the National Assembly; Mr. Tran Hong Minh, Member of the Party Central Committee and Minister of Construction; Mr. Nghiem Phu Cuong, Deputy Chairman of the Central Inspection Commission.

On the side of Bac Ninh Province were Ms. Lam Thi Huong Thanh, Member of the Provincial Party Standing Committee and Vice Chairwoman of the Provincial People’s Council; Mr. Pham Van Thinh, Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People’s Committee, and Head of the Provincial Delegation of National Assembly Deputies.

The FECON IP Hoa Yen project has a scale of 256.68ha, with a total investment of more than 3,700 billion VND, oriented to develop according to a modern, synchronous industrial park model, associated with the urban - service ecosystem. This is FECON's next step in the strategy to expand the industrial real estate sector, after the FECON IP Hiep Hoa project started in 2025.

The project is located in Hiep Hoa Commune and Van Ha and Tu Lan Wards. FECON IP Hoa Yen Industrial Park enjoys a favorable position within the Northern Key Economic Region, serving as a gateway connecting Bac Ninh and Bac Giang. It is situated near major transport corridors such as Ring Road 4 of the Hanoi Capital Region, offering strong regional connectivity and convenient access to Hanoi, international airports, and the northern seaport system. According to the plan, Phase 1 (approximately 60 hectares) will be implemented from April 2026 and is expected to be completed by the end of 2026. The entire project is scheduled for completion in 2028.

Speaking at the ceremony, Mr. Muon Van Chien, Chief Executive Officer of FECON Invest and representative of the FECON Group, emphasized the goal of developing the project into a new-generation, modern, and well-synchronized industrial park that meets the requirements for attracting high-quality investment flows. The company is committed to mobilizing all necessary resources, implementing the project on schedule, ensuring quality, and complying with environmental regulations. At the same time, it will promote selective investment attraction, prioritizing high-tech and environmentally friendly enterprises.

In addition, FECON Invest will accompany and provide maximum support to secondary investors, while closely coordinating with local authorities in site clearance, investment attraction, and human resource training. The company also proposed the development of an approximately 40-hectare urban and service area associated with the industrial park to meet the living and working needs of experts and workers.

Speaking at the ceremony, Vice Chairman Pham Van Thinh acknowledged and highly appreciated the efforts of the investor, while affirming that the province is committed to accompanying and facilitating the project, and to promptly addressing any difficulties and obstacles arising during its implementation.

At present, Bac Ninh continues to affirm its position as one of the country’s leading industrial centers, with industrial production value exceeding VND 2.4 quadrillion, ranking second nationwide, while its import–export turnover leads the country. The province aims to become a global manufacturing hub in electronics and semiconductors, with the presence of major corporations such as Samsung, Apple, and Nvidia.

Regarding the orientation for FECON IP Hoa Yen Industrial Park, Vice Chairman Pham Van Thinh requested the investor to develop the project in a green, smart, and sustainable direction, prioritizing the use of renewable energy, building an eco-industrial park model, applying advanced wastewater treatment technologies, and reducing costs for enterprises.

The province also commits to providing maximum support in terms of mechanisms and policies, administrative procedure reforms, and the consideration of granting licenses for fill material mines in order to reduce costs and accelerate project implementation, he added.

He expressed his confidence that FECON IP Hoa Yen Industrial Park will become an attractive destination for global investors, contributing to Bac Ninh’s deeper integration into the global supply chains of the electronics and semiconductor industries.
