The plan aims to effectively and synchronously implement mechanisms and policies to facilitate the transfer, mastery and development of technology from abroad into Bac Ninh province. Improve the technological capacity of organizations and enterprises in the province to serve the transfer, mastery and development of technology from abroad into Bac Ninh province.
In particular, the province focuses on developing a number of priority industries, focusing on a number of industries and fields such as: Electricity - electronics, semiconductor chips, software industry, precision mechanics, supporting industries, chemical and pharmaceutical products, high-tech agricultural and forestry products, preservation and processing of agricultural products, construction technology, transportation, environment, climate change response, etc.
To achieve the Plan's goals, the Provincial People's Committee focuses on synchronously implementing a system of policies to encourage organizations and enterprises to cooperate with vocational training institutions and universities, creating high-quality human resources capable of mastering and effectively exploiting foreign technology in the province.
The province encourages enterprises to establish a science and technology development fund and use capital from the fund to transfer, master and develop technology from abroad into Bac Ninh province.
Prioritize the transfer, mastery and development of technology from abroad into industries and fields in each stage, in accordance with the requirements of innovation, production level and capacity to master, self-design and create technology domestically in general and in Bac Ninh province in particular.
Investing in technical infrastructure to support organizations and enterprises in transferring, mastering and developing technology from abroad into Bac Ninh province, in accordance with the actual conditions of the province.
The Provincial People's Committee assigned the Department of Science and Technology to preside over and coordinate with relevant departments, branches, sectors and People's Committees of communes and wards to organize the implementation of the contents of the Plan. Preside over and coordinate with relevant agencies to report to the Provincial People's Committee on updating, supplementing and amending the priority orientation for transferring, mastering and developing technology from abroad into Bac Ninh province in sectors and fields in each period, in accordance with the actual situation of the province and the ability to master domestic technology.
Relevant departments, branches, sectors, People's Committees of communes and wards shall proactively study and organize the implementation of the Plan in conjunction with the annual socio-economic development tasks. Evaluate the implementation situation, synthesize the results of the needs for searching, transferring, mastering and developing technology and send them to the Department of Science and Technology for synthesis and reporting to the Ministry of Science and Technology and the Provincial People's Committee./.
