National Assembly's supervisory delegation surveys real estate market management and social housing development in Bac Ninh

(BNP) - On the afternoon of July 15, Mr. Vu Hong Thanh, Member of the Party Central Committee, Member of the National Assembly Standing Committee, Chairman of the Economic Committee, Standing Deputy Head of the Supervisory Delegation had a working session with the Provincial People's Committee on implementing policies and laws on real estate market management and social housing development from 2015 to 2030.

Participants at the meeting were representatives from the Standing Committee of the Economic Committee, the Law Committee of the National Assembly, the Delegation of National Assembly Deputies of the provinces and central ministries and branches.

Bac Ninh’s leaders receiving and working with the delegation were Mr. Vuong Quoc Tuan, Alternate Member of the Party Central Committee, Standing Vice Chairman of the Provincial People's Committee; Mr. Dao Quang Khai, Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee and leaders of relevant departments and branches.

From 2015 to 2023, the Provincial People's Committee has issued 44 management documents in the field of real estate and social housing development and directed the Department of Construction to advise and issue more than 1,560 related documents. To date, the whole province has 1 class I urban area, 1 class III urban area, 3 class IV urban areas, and 4 class V urban areas. The urbanization rate reached more than 60%, 1.44 times the national average. The entire province has been implementing the construction of 212 real estate projects, of which 167 are commercial housing projects with a scale of more than 756 hectares and more than 29,000 apartments. In addition, there are 54 social housing projects for low-income people and industrial park workers with an area of 173 hectares, which, when completed, will provide more than 77,000 apartments for about 231,000 people.

Although social housing projects have developed, they cannot keep up with the needs of workers and low-income earners; Site clearance work for some projects encountered difficulties; The legal framework is unclear and sanctions are inadequate, leading to real estate transactions on the market being difficult to control or determine the actual transaction price; Access to preferential credit policies is still difficult; Regulations on evaluation of selling/renting/buying prices of social housing are not consistent with the actual situation...

On that basis, Bac Ninh province recommended that the supervisory delegation report to the authorities to continue researching, adjusting, and supplementing a number of regulations and mechanisms: issue specific transitional instructions for the following: in cases where an investor has been selected through auction but has not yet completed procedures to approve the investment policy according to housing law; Supplementing conditions for subjects to rent social housing; mandatory regulations on the scale and ratio of commercial and service land areas in the process of formulating and adjusting industrial park planning; mechanisms and preferential policies for investors related to the management and operation of investment in synchronous social infrastructure construction in large-scale social housing projects...

Concluding the conference, Chairman Vu Hong Thanh highly appreciated the leadership of Bac Ninh province in managing the real estate market and developing social housing in the area in recent times. He requested that Bac Ninh province continue to complete the report, focusing on clarifying the following contents: occupancy rate of industrial parks, market Industrial real estate; transfer status of real estate projects; obstacles in planning work; fire prevention and fighting in boarding houses developed by people themselves; results in examining and handling the phenomenon of profiteering from social housing development policies; results of resolving recommendations of real estate businesses, social housing projects... regarding difficulties and obstacles, the supervision team absorbed the province's recommendations, synthesized and reported specifically to the National Assembly.

For his part, Standing Vice Chairman of the Provincial People's Committee Vuong Quoc Tuan thanked the comments of the supervisory delegation and assigned functional agencies to complete the content and data of the report to send to the delegation on time. At the same time, he hoped that the National Assembly, the government, and the central ministries would continue to pay attention to and support Bac Ninh in urban development in general and social housing and real estate market development in particular.

At the same time, the delegation also worked with a number of businesses to remove difficulties, obstacles, and recommendations in the process of implementing real estate projects and developing social housing in the province.
