Vice Chairman of Provincial People’s Committee Dao Quang Khai discusses cooperation and investment promotion in Germany, Czechia and Hungary

(BNP) - From July 3 to July 13, Mr. Dao Quang Khai, Member of the Provincial Party Standing Committee and Vice Chairman of the Provincial People’s Committee (PPC) paid an official visit to some European countries, including the Federal Republic of Germany, the Czech Republic and the Republic of Hungary with the aim of exchanging cooperation and promoting investment in Bac Ninh province.

Joining the delegation were Mr. Ta Dang Doan, Member of the Provincial Party Standing Committee and Secretary of the Bac Ninh City Party Committee, and leaders of relevant departments and sectors.

Mr. Dao Quang Khai had a working session and signed a MoU on friendly cooperation between the People’s Committee of Bac Ninh province and the government of Marzahn-Hellersdorf Borough, Berlin, Germany.

Mrs. Nadja Zivkovic, Mayor of Marzahn-Hellersdorf Borough and Mr. Christian Graff, Member of the Berlin House of Representatives and CEO of Smart Living & Health Center welcomed and worked with the delegation.

Marzahn-Hellersdorf Borough is a locality with advantages in developing healthcare, vocational education and training, high-tech industry, tourism and trade. These are also industries and fields in which Bac Ninh province is interested in attracting investment.

Vice Chairman Dao Quang Khai briefed on the economic, cultural and social development situation of Bac Ninh province. He emphasized that Bac Ninh and Marzahn-Hellersdorf Borough have many similar development points, potential for cooperation, complementarity and support for each other in socio-economic development. At the same time, he hoped that Mayor Nadja Zivkovic would support connecting and promoting the attractive investment environment of Bac Ninh province to German investors; encourage German businesses to invest in fields such as electronics, automobile manufacturing and assembly, mechanical engineering, supporting industrial products, etc. in Bac Ninh province.

Furthermore, the German side would send experts to support the Bac Ninh health sector, and receive officials and workers from the sector for training; support community health care projects in the province; implement cooperation, support the province in equipment, technological processes, teacher training, and transfer training programs. In addition, they accept students from medical human resources training facilities in Bac Ninh province to work long-term in Germany; strengthen the implementation of cultural and artistic activities, people-to-people exchanges, and enhance mutual understanding; take care of, support, and create favorable conditions for the Bac Ninh community in Germany to live, study, work, and contribute to socio-economic development.

Khai believed that the MoU would implement many activities including promoting economic cooperation in health, education, youth, the economy, trade, culture and other fields that both sides are interested in developing together. At the same time, it enhances mutual understanding, thereby, promoting the two localities’ socio-economic development and deepening the strategic partnership between Vietnam and Germany, he added.

On this occasion, Mr. Dao Quang Khai and the delegation visited the Smart Living & Health Center in Berlin. Established in 2018, the Center is a place to consult and provide the most modern information and equipment for the elderly and the disabled to ensure health and living needs.

In addition, the Center also ensures the promotion of elderly care, especially free information events, seminars and public relations work, to ensure a smooth transition and access for the elderly to smart living technology. At the same time, it is promoting vocational training by providing training events and free information on smart living technology to healthcare professionals.

The Vice Chairman hoped that the working session and survey at the Center would help Bac Ninh be able to apply the technology to the province’s medical facility system in the near future.

On the afternoon of July 7, Mr. Dao Quang Khai visited and worked with the Bac Ninh Compatriots Association in the Czech Republic.

At the meeting, Chairman of the Bac Ninh Compatriots Association in the Czech Republic Dang Dinh Thinh said that the Association was established in 2014. Until now, it has made extremely positive contributions and activities in maintaining, preserving and promoting the value of Bac Ninh Quan Ho folk songs, which were honored by UNESCO as a representative intangible cultural heritage of humanity, he noted.

For his part, Mr. Dao Quang Khai expressed his joy to witness the Bac Ninh community in the Czech Republic working-hard, integrating-well and complying with local laws. They strive to promote the spirit of community solidarity, and have been integrating and contributing to the host country’s development.

Mr. Dao Quang Khai briefed on the recent outstanding socio-economic results of Bac Ninh province. He affirmed that the province always cares for and supports the Bac Ninh community abroad in general and the Bac Ninh people in the Czech Republic in particular. He also requested the Bac Ninh Compatriots Association in the Czech Republic to continue to believe in the leadership of the provincial government, make efforts to build a united and developed community, and look towards the homeland, which is a solid bridge in Vietnam - Czechia friendship.

At the same time, the Association actively introduces and promotes the investment environment and connects Czech investors to invest in areas that the province is calling for to attract investment. It further presents Bac Ninh - Kinh Bac cultural identity and Bac Ninh Quan Ho folk songs to the community in the Czech Republic and introduces a locality in the Czech Republic to establish friendly cooperative relations with Bac Ninh province, thereby, contributing to further deepening the relationship between the two sides.

On the morning of July 8, PPC’s Vice Chairman Dao Quang Khai worked with Mr. Michal Pastvinský, Director of the International Relations Department and Deputy Director General of the International Relations and Environmental Policy Section of the Ministry of Environment of the Czech Republic to exchange cooperation in the environment.

The Vice Chairman said that in addition to economic and social development achievements, Bac Ninh province is facing challenges that need to be resolved such as environmental pollution, waste treatment, and air quality. It is known that the Czech Republic is one of the active members of the European Union in handling environmental issues and improving people’s lives such as ensuring air quality, water resources, minimizing CO2 emissions, water treatment, waste treatment, and a circular economy. The country also accompanies Vietnam’s climate change adaptation at the 26th UN Climate Change Conference (COP26).

Bac Ninh is committed to always creating favorable conditions for investors to research investment in the province. Khai requested Mr. Michal Pastvinský and the Ministry of Environment to act as a bridge to introduce Bac Ninh province to Czech investors to explore opportunities and invest in environmental projects as well as areas that attract investment. At the same time, the Ministry cooperates and supports the province in wastewater, exhaust gas, and solid waste treatment technology, especially in industrial clusters and long-standing handicraft villages; promotes circular economic development and adaptation to climate change and improves management capacity in environmental protection to help Bac Ninh province develop towards a smart, civilized, modern and environmentally friendly urban area.

On the afternoon of July 10, PPC’s Vice Chairman Dao Quang Khai worked with Mr. Zoltán Erő, Chief architect of Budapest city.

Budapest is the capital and most populous city of Hungary and one of the largest cities in the European Union with strengths in commerce, finance, media, arts, fashion, research, technology, education and entertainment. It is also famous for its characteristic ancient architecture, with famous architectural works such as the Hungarian Parliament building, one of Europe’s oldest legislative buildings, designed in the Gothic architectural style; Castle Hill, St. Stephen's Cathedral, and so on.

At the working session, Vice Chairman Dao Quang Khai said that in 2023, Bac Ninh province has been approved by the Prime Minister for 02 extremely important plans including: Bac Ninh province planning for the 2021-2030 period, with a vision to 2050; and Bac Ninh urban master plan until 2045. Currently, Bac Ninh is implementing overall solutions with the goal of meeting class I urban criteria, as a premise to build Bac Ninh province to become a centrally-run city by 2030, a cultural and ecological city, towards a knowledge economy, a smart city, a regional city and an important driving force and growth pole in the Red River Delta, he stressed.

Khai was impressed with the typical ancient architecture and famous architectural works in Budapest. He hoped that the Chief Architect would share his experience in Hungarian architectural planning, especially the preservation of ancient architectural works with long-standing cultural value, parallel to the development of modern urban areas. At the same time, two sides research the possibility of cooperation in developing urban areas and planning in Bac Ninh province; the construction architecture of public works and urban projects in Bac Ninh province follow a modern, smart and environmentally friendly direction.

On the morning of July 11, Mr. Dao Quang Khai visited and worked with Minusplus Company. Mr. Zsolt Alexa, CEO of the company welcomed the delegation. It is an enterprise specializing in design and architecture with many architectural design projects on public buildings, hotels, offices and restaurants in Hungary and is highly appreciated. The designs and buildings of the company have been awarded regularly from 1999 to 2024.

Khai hoped that the company would support and cooperate in design and architecture as well as share experiences to better develop the planning work of Bac Ninh province in the coming time. At the same time, the company would research the possibility of cooperation in developing urban areas and planning in Bac Ninh province, he highlighted.
