Bac Ninh approves data strategy for period 2026-2030, vision to 2035

(BNP) - The People's Committee of Bac Ninh province has just signed a Decision approving the Bac Ninh Provincial Data Strategy for the period 2026-2030, with a vision to 2035.

According to the Decision, data is identified as a new strategic resource, playing an important role in socio-economic development, enhancing the province's competitiveness, and bringing practical benefits to people and businesses. The province's data development must be centered around people and businesses; promote data sharing, integration, and common use; ensure information security, cybersecurity, and protect personal data in accordance with the law.

The strategy aims for Bac Ninh province to develop a modern, integrated data infrastructure by 2030. This includes the construction, completion, and operation of a provincial data center that meets national technical standards, ensuring high security, reliability, and scalability. The province's data integration and sharing platform will be perfected, ensuring data connectivity and interoperability between the province's information systems and the national system and other ministries and agencies.

The province will focus on building, standardizing, cleaning, and synchronizing data, ensuring that data is "accurate, complete, clean, active, unified, and shared"; developing shared databases and specialized databases to serve digital government; and ensuring that 100% of provincial-level agencies and 100% of communes and wards operate, manage, and administer based on data.

By 2030, Bac Ninh will have formed an open data ecosystem serving citizens and businesses. Developing data in socio-economic sectors and fields; promoting the digital economy and digital society; gradually participating in the National Data Platform and implementing data commerce in accordance with legal regulations. Simultaneously, 100% of shared and specialized databases will implement information security and cybersecurity measures according to established levels.

To achieve the above objectives, the Strategy identifies nine key tasks and solutions, including: Building and perfecting mechanisms and policies on data governance, exploitation, use, and sharing; establishing a Data Steering Committee of the Provincial People's Committee; building a data architecture, data governance framework, and data dictionary for the province, ensuring consistency with the National Data Architecture Framework.

The province will focus on developing data infrastructure, perfecting the Provincial Data Integration Center and shared data warehouse; building and upgrading the Provincial Data Portal; and deploying a data integration and sharing platform. Strengthen connectivity and data synchronization with the National Data Center and ministries/agencies.

Promote the creation, standardization, and management of data; digitize records and results of administrative procedures; develop open data; deploy applications serving digital government, digital economy, and digital society; ensure information security, cybersecurity, and protect personal data.

Focus on training and developing data human resources; strengthen research and cooperation in the field of data and artificial intelligence; organize measurement, monitoring, and evaluation of the implementation of the Strategy in conjunction with the province's digital transformation indicators.
