(BNP) - In 2025, the Steering Committee for Science, Technology, Innovation, Digital Transformation and Project 06 of Bac Ninh province focused on decisive and synchronized leadership and direction, achieving many outstanding results, creating an important foundation to enter the accelerated and breakthrough phase in 2026.
In the field of science, technology, and innovation, the Provincial Innovation Index (PII) ranks 6th nationwide, an increase of 5 ranks compared to 2024.
Leadership and direction were implemented comprehensively and practically.
In the context of stabilizing the organizational structure after the provincial merger, the Provincial People's Committee has reorganized the Steering Committee on Science, Technology, and Digital Transformation. Technology, innovation, digital transformation, and Project 06 were prioritized; simultaneously, three specialized working groups were established, with clear responsibilities assigned to ensure unified and consistent direction.
The system of guiding documents continued to be improved with the drafting and issuance of many important plans, including the Action Plan to implement Resolution No. 57-NQ/TW on breakthroughs in national science, technology development and digital transformation; and plans on communication work and emulation movements in the field of digital transformation.
Movements were widely implemented, notably the "Digital Literacy Movement" aimed at popularizing digital skills for the entire population and the "Digital Citizen" competition. Inspection and supervision were strengthened through the establishment of working groups to conduct direct inspections in 84 out of 99 communes and wards, promptly urging the operation of local governments and resolving difficulties at the grassroots level.

In the field of science, technology, and innovation, the province's Local Innovation Index (PII) ranked 6th nationwide, an increase of 5 places compared to 2024. The province has 30 science and technology enterprises; 226 initiatives have been recognized as having the potential for replication. In 2025, the province will complete 22 provincial-level science and technology projects and 8 grassroots-level projects; and organize 4 conferences to hand over research products to receiving units. The "three-party" cooperation is being strengthened through the signing of memoranda of understanding with major partners such as FPT Group, Viettel, Hanoi University of Science and Technology, and the Posts and Telecommunications Institute of Technology.
Regarding digital transformation and digital government, the province's digital economy is expected to reach over 40% of GRDP. Digital infrastructure continues to be invested in comprehensively, with 100% of communes having fiber optic internet access. Businesses are deploying approximately 600 5G BTS stations. The rate of online public services throughout the province reached 95.8%, with administrative procedures related to businesses reaching 100% online. Data digitization has been accelerated, with 93.4% of administrative procedure files digitized; 100% of issued documents use digital signatures.
In administrative reform and organizational restructuring, after mergers, the province reduced 14 departments and equivalents, and 101 specialized offices and sub-departments, achieving a reduction rate of 46.12%. The processing time for 742 administrative procedures has been reduced. Bac Ninh ranks first nationwide in the National Public Service Portal's index for serving citizens and businesses with 92.77 points.
Regarding digital data and Project 06, the province has completed the digitization of 100% of civil registration data, totaling over 3 million records. The activation of VNeID electronic identity cards reached 100% for eligible cases. In the fields of healthcare and education, 100% of public health insurance medical facilities allow the use of chip-embedded citizen identity cards to replace health insurance cards; electronic medical records have been implemented in 56 medical facilities.
Accelerating and Breaking Through
Entering 2026, Bac Ninh province aims to shift from the initial phase to accelerating and breaking through with many key tasks. These include focusing on developing a plan to implement the province's breakthrough program on science, technology, innovation, and digital transformation.
The province is accelerating the land clearance process for the concentrated Information Technology Park; and constructing Training, Research, and Application Zones for Science and Technology I and II (university urban areas). Simultaneously, innovation is being promoted through the establishment of the Bac Ninh Provincial Innovation Center and research into the establishment of a local venture capital fund.
Digital transformation continues to be comprehensively implemented with the development of a digital transformation plan at the commune level for the period 2025-2030; the development of the private economy on a digital platform; and the enhancement of digital capacity for ethnic minority areas. The province is also implementing a plan for the application of artificial intelligence in various sectors and fields; and providing AI skills training for officials, civil servants, and teachers.
In parallel, the province is developing a plan for a Cybersecurity Monitoring Center for the period 2026-2029 and regulations on the protection of personal data; focusing on solutions to maintain its Administrative Reform Index within the top 10 provinces and cities nationwide.
