(BNP) - On the afternoon of July 13th, at the Provincial Conference Center, the Provincial People's Committee held a conference to review the work on the development of self-produced, self-consumed rooftop solar power in the first six months of 2026; announce the orientation targets and incentives for the second phase of rooftop solar power development. Attending the conference were representatives from the Electricity Department (Ministry of Industry and Trade); leaders of the Provincial People's Committee Office, departments, agencies, the Provincial Industrial Parks Authority, Bac Ninh Power Company, People's Committees of communes and wards; representatives of banks, credit institutions, businesses, power companies, medical facilities, and consulting, equipment supply, and technical service units in the province.
According to the revised Power Development Plan VIII, Bac Ninh province has been allocated a target of developing 3,392 MW of rooftop solar power by 2035. Over the past period, the province has implemented many comprehensive solutions to promote the development of self-produced and self-consumed rooftop solar power, contributing to ensuring energy security, promoting green growth, and sustainable development.

According to the report at the conference, the Department of Industry and Trade has advised the Provincial People's Committee to issue many mechanisms and policies to promote the development of rooftop solar power, including the Development Plan for the period 2025-2035, assigning targets to localities, developing a guidebook and policies to support households in installing solar power systems and storing electricity for self-production and self-consumption.
To date, the province has approximately 314 MW of registered rooftop solar power, of which 285 MW have been put into operation. In the first six months of 2026 alone, the estimated clean electricity output is 112 million kWh, equivalent to approximately VND 246 billion, while mobilizing approximately VND 2,850 billion in socialized investment capital.
The development of rooftop solar power contributes to supplementing clean electricity sources, reducing pressure on the national power grid, helping businesses proactively secure electricity sources, reduce production costs, enhance competitiveness, and meet the requirements of green transition.
In the first phase, the Provincial People's Committee guided and encouraged 217 large electricity-consuming enterprises to invest in rooftop solar power with a total capacity of at least 515 MW. To date, 58 enterprises have registered to develop with a total capacity of approximately 205 MW, reaching about 40% of the target.
Based on the results achieved, the province continues to guide and encourage the development of rooftop solar power in the second phase for 200 large electricity-consuming enterprises with potential in terms of factory roof area, with a total capacity of at least 296.5 MW. This is the foundation for further expanding the development of clean on-site power sources, reducing electricity costs, enhancing the competitiveness of enterprises, and promoting green transformation in the industrial production sector.
In addition, the implementation process still faces some difficulties such as high investment costs for electricity storage systems and limited access to green credit. Some businesses are cautious in their investments, and coordination between units is not yet tight.

At the conference, representatives from the Electricity Department (Ministry of Industry and Trade) disseminated the new points of Decree No. 243/2026/ND-CP and answered questions and addressed difficulties and obstacles in the implementation of self-produced and self-consumed rooftop solar power. Businesses also shared practical experiences and proposed solutions to promote the sustainable development of rooftop solar power.
In his concluding remarks, Vice Chairman Phan The Tuan acknowledged the achievements, affirming that the development of rooftop solar power is an important policy to ensure energy security, promote green growth, sustainable development, and achieve the goal of net zero emissions by 2050. For Bac Ninh, this is a solution to proactively secure electricity sources, reduce energy costs, and enhance the competitiveness of businesses.
He urged all levels, sectors, localities, and the business community to continue coordinating and decisively implementing solutions to achieve the target of developing 3,392 MW of rooftop solar power by 2035 according to the revised Power Development Plan VIII.

Vice Chairman Phan The Tuan requested that businesses, especially those assigned targets, urgently invest in and bring rooftop solar power projects into operation on schedule. He also requested that credit institutions continue to facilitate access to green credit packages for the development of renewable energy for businesses and individuals.
Regarding the People's Committees of communes and wards and public health facilities, he requested the urgent implementation of rooftop solar power installation according to the plan; affirming that the province will continue to improve mechanisms and policies, reform administrative procedures, and create favorable conditions for the widespread development of rooftop solar power.

The Vice Chairman assigned the Department of Industry and Trade to lead the implementation of the policy supporting households in installing rooftop solar power during the 2026-2030 period; guide and support people and businesses, shorten the time for processing procedures, and promote the dissemination and replication of effective models.
The Vice Chairman requested that departments, localities, Bac Ninh Power Company, and related units strengthen coordination and create favorable conditions for organizations and individuals to invest in the development of rooftop solar power; determined to achieve the goals according to the revised Power Plan VIII, contributing to ensuring energy security, promoting green growth, and sustainable socio-economic development.
