(BNP) – The Bac Ninh Provincial People’s Committee had issued Plan No. 53/KH-UBND on smart city development across the province.

The Plan aims to implement smart city development in Bac Ninh with science, technology, innovation, and digital transformation as core driving forces, and with citizens at the center. It seeks to improve the quality of service delivery, ensure a safe and convenient living environment, enhance urban management efficiency, and strengthen the province’s competitiveness in line with sustainable development. Priority sectors include healthcare and medical services, environmental management, wastewater and solid waste treatment, water supply, transportation, and other essential areas.
By 2030, the province targets completing a provincial-level coordination mechanism and establishing a data-driven smart urban governance model; effectively operating a provincial smart urban monitoring and operations system and deploying it in key urban areas when conditions permit. A provincial smart city development project will be developed and implemented, followed by sectoral and local implementation plans.
At the same time, smart city components will be integrated into all levels of urban planning. The City Information Model (CIM) will be gradually established and operated to support analysis, decision-making, and urban development management, moving toward integration with a Digital Twin. Digital infrastructure and smart urban services will be developed in a synchronized manner. Bac Ninh will also build and implement an ICT architecture for smart city development, ensuring interoperability.
Comprehensive measures will be applied to ensure information safety and cybersecurity, including data classification and protection and the determination of system security levels. The principle of “security by design” will be incorporated into state-funded smart city projects. Bac Ninh will also study pathways to rank among the world’s Top 50 reputable smart cities, following a people-centered development approach.
To achieve these goals, the Plan sets out 16 key tasks. In 2026, the province will establish a provincial smart city development coordination council and develop a smart city development project for Bac Ninh. Based on this, sectoral, field-specific, and regional smart city development plans will be formulated.
The ICT architecture for smart city development in Bac Ninh will comply with and align with the National Smart City ICT Architecture Framework, focusing on open APIs, common data models, quality control mechanisms, traceability, and scalability to foster an innovation ecosystem. Concurrently, the province will develop digital urban infrastructure; plan and build smart urban areas; deploy smart technical infrastructure; promote smart healthcare, smart education, smart culture, sports, and tourism; develop smart industrial parks; and expand smart urban services in agriculture and environmental sectors, while ensuring information security and personal data protection.
The province will also develop regulations for controlled pilot mechanisms (sandbox) for smart city solutions, strengthen international cooperation in smart city development, and develop high-quality human resources while improving digital awareness and skills across society to meet smart city development requirements.
Funding for smart city development will be mobilized from diverse sources, including the state budget, private sector investment, public–private partnerships (PPP), and other lawful funding sources./.
