(BNP) – Implementing the Resolution of the Provincial Party Congress for the 2020–2025 tenure, in recent years Bac Ninh province has issued many breakthrough guidelines and policies to accelerate agricultural restructuring towards improving quality, efficiency, and competitiveness. Improving quality, value, and value-chain linkages in agricultural production

During the 2020–2025 period, Bac Ninh has restructured its agricultural production zones in association with investment in infrastructure development to support production. This has marked a strong shift from an agricultural production mindset to an agricultural economy mindset, with farmers focusing not on quantity but on quality, value, and value-chain linkages.

To date, the province has converted over 10,000 hectares of low-yield rice fields into fruit orchards and vegetable crops that bring higher economic value. Many large-scale concentrated agricultural production areas have been established, typically: nearly 30,000 hectares of lychee, 5,400 hectares of pomelo, more than 30,800 hectares of vegetables and other crops, a pig herd of nearly 1.2 million, and a poultry flock of over 26 million. These achievements have helped Bac Ninh rank among the leading localities nationwide in large-scale agricultural production.

Livestock farming models are applied in accordance with VietGAP and GlobalGAP standards, with the adoption of high technology.

Alongside production zone planning, the province has strongly promoted the application of science and technology, especially advanced production processes in line with VietGAP and GlobalGAP standards, as well as high-tech applications, in order to enhance added value in agricultural production.

High-tech models such as greenhouses, net houses, automated irrigation systems, sensors, and agricultural management software have begun to be applied in many localities such as Luc Ngan, Chu, Gia Binh, Luong Tai, Yen Phong, and Que Vo. These high-tech applications have generated significant value for farmers.

Over 1,600 high-tech agricultural production facilities have been established across the province.

Currently, more than 1,600 high-tech agricultural production facilities have been built, with high-tech agriculture accounting for over 30% of the sector’s production value. The value of products has increased by 17–30% compared to traditional farming methods. More than 60% of agricultural and aquaculture products are now produced under recognized good practice standards. The sector’s average annual growth in added value has reached 2.06%. Labor productivity in agriculture, forestry, and aquaculture has increased by 10% per year. Average income per hectare of cultivated land has reached 138 million VND per year, up 28 million VND per hectare compared to the beginning of the 2020–2025 Provincial Party Congress tenure.

The province has focused on building value chains for key products with strong brands, high quality, and outstanding reputation, earning recognition in both domestic and international markets. To date, Bac Ninh has developed 87 craft villages and traditional craft villages, along with 35 hamlets and neighborhoods recognized for traditional trades. The province also has more than 770 OCOP products rated 3 stars or higher, ranking first among the provinces of the Northern Midlands and Mountainous Region. Among these, Luc Ngan lychee has been certified as a 5-star OCOP product and exported to 30 countries and territories, including highly demanding markets such as the United States, Japan, and the EU.

In the 2020–2025 period, Bac Ninh successfully built the brand of Luc Ngan lychee as a 5-star OCOP product.

Agriculture has been positioned not only as the backbone of the economy but also as a source of livelihoods, jobs, and stable incomes for rural residents, contributing positively to poverty reduction and the effective implementation of national target programs. The province is gradually expanding multi-value production models linked with OCOP product development, eco-tourism, experiential and community-based tourism, and environmental protection—aiming to develop a modern, sustainable, and multi-functional agricultural sector.

In implementing the National Target Program on New Rural Development (NTM), Bac Ninh has seen the emergence of many advanced NTM communes and model NTM villages. By the end of 2025, it is estimated that 51 out of 66 communes will meet NTM standards and 432 villages will achieve model NTM status, truly making the countryside a livable place. A considerable number of rural residents have sustainably improved their livelihoods through agricultural production, significantly narrowing the income and living standards gap between rural and urban areas.

Infrastructure and living standards in rural areas have steadily improved.

Developing agriculture and rural areas towards sustainability

Looking ahead, Bac Ninh identifies agriculture as the foundation to ensure fast and sustainable development, creating real income for rural farmers. During the 2025–2030 tenure, the province will focus on leveraging regional advantages to organize agricultural production and business along value chains; implement comprehensive digital transformation in agriculture; build databases and apply artificial intelligence to develop the agricultural economy in depth; and build modern rural areas with civilized farmers.

Development will be pursued in line with environmental protection, toward bright–green–clean–beautiful rural areas, contributing to the goal of elevating Bac Ninh to a centrally governed city before 2030.
