(BNP) - In the first 6 months of 2026, administrative reform (AR) in Bac Ninh province continued to be implemented synchronously and drastically, achieving many positive results in various fields. Thereby, it contributed to improving the validity and efficiency of the state administrative apparatus, improving the investment and business environment, and raising the service quality for citizens and businesses.
The commune level receives 667,356 dossiers and resolves 656,628 dossiers; in which 656,049 dossiers are resolved ahead of schedule and on time, reaching a rate of 99.9%.
According to the report of the Provincial People's Committee, the direction and administration of AR were seriously implemented by all levels and sectors, closely following the guidelines and orientations of the Central Government and the province. In the first 6 months of the year, the province issued 30 documents directing and administering AR; many key tasks were deployed under the motto of "6 clears": clear person, clear task, clear responsibility, clear authority, clear time, and clear result.
Administrative procedure (AP) reform continued to be a bright spot in the province's AR. The information system for AP resolution was operated stably and smoothly, meeting the requirements according to new regulations of the Government. Up to then, 100% of provincial and commune-level APs had been configured with electronic workflows; 100% of beneficiary accounted for collecting fees and charges had been established on the National Public Service Portal, creating favorable conditions for citizens and businesses to perform online transactions.
By June 12, 2026, many targets on the National Public Service Portal achieved high results. The rate of dossier digitization and electronic result issuance reached 95.93%; the rate of digitizing dossiers and AP resolution results reached 95.91%. The whole province exploited and reused 833,549 digitized dossiers and data, reaching a rate of 88.22%; the number of accounts on the National Public Service Portal authenticated with the National Population Database reached 1,065,462 accounts.
According to data published on the provincial Public Service Portal, in the first 6 months of the year, the provincial level received 171,362 AP dossiers and resolved 133,178 dossiers; in which 130,851 dossiers were resolved ahead of schedule and on time, reaching a rate of 98.3%. The commune level received 667,356 dossiers and resolved 656,628 dossiers; in which 656,049 dossiers were resolved ahead of schedule and on time, reaching a rate of 99.9%. This result clearly showed the effectiveness of promoting AR, applying information technology, digitizing dossier processing workflows, and raising the official duty performance responsibility of the contingent of cadres, officials, and public servants.
Along with that, the province focused on receiving and promptly handling reflections and recommendations from citizens and businesses related to APs. In the first 6 months of the year, the whole province received 1,252 reflections and recommendations, including 955 newly arising reflections and recommendations and 297 reflections and recommendations carried over from the previous period. Up to then, 1,237 reflections and recommendations had been resolved, and 15 reflections and recommendations were being processed within the prescribed time limit. The handling results were made public on the National Public Service Portal, contributing to enhancing transparency and increasing the satisfaction of citizens and businesses.
Digital transformation and digital government building work continue to be stepped up.
In parallel with AP reform, digital transformation and digital government building work continued to be stepped up. Information technology infrastructure was invested synchronously, meeting the requirements for operating shared systems such as the document management and administration system, the information system for AP resolution, the online public service portal, the e-portal, and integration and data sharing platforms. 100% of cadres, officials, and public servants were equipped with digital signatures and accounts on shared systems to process work in the digital environment.
The province also actively implemented smart city development tasks associated with science, technology, innovation, and digital transformation, centering around citizens, aiming towards improving service quality and urban management efficiency.
The general assessment showed that the province's AR continued to see many positive changes; the rearrangement of the organizational apparatus towards conciseness, valid operation, and efficiency was drastically implemented; the formulation and review of legal documents were carried out to ensure quality, contributing to improving the efficiency of state management.
In the last 6 months of 2026, Bac Ninh would continue to comprehensively promote AR, associated with the effective implementation of digital transformation tasks, science and technology development, and Project 06; striving to maintain the AR Index within the group of 10 leading localities nationwide.
The province would focus on performing key tasks such as continuing institutional reform; improving the quality of formulation and review of legal documents; simplifying and cutting down the time for AP resolution; increasing the digitization of dossiers and AP resolution results; tightening administrative discipline and order; and raising service quality for citizens and businesses.
At the same time, promote the rearrangement of the organizational apparatus towards the direction of "Lean - Concise - Strong - Performant - Valid - Efficient"; strengthen decentralization and authorization; improve the quality of the contingent of cadres, officials, and public servants; and deploy policies to attract high-quality human resources. Bac Ninh would also continue to develop e-government, digital government, and smart cities; study the application of artificial intelligence in processing work and supporting APs; and ensure the smooth operation of shared information systems serving the two-level local government model after the rearrangement of administrative units.
With synchronous and drastic solutions, Bac Ninh was determined to build a professional, modern, open, and transparent administration, taking the satisfaction of citizens and businesses as the measure of service quality, contributing to creating momentum to promote the province's socio-economic development in the new period./.
