Bac Ninh promotes consumption of products and services in Digital Environment 2026-2030

(BNP) - Vice Chairman of the Provincial People's Committee Pham Van Thinh recently signed Decision No. 934/QD-UBND promulgating the Program to Promote Consumption of Products and Services in the Digital Environment of Bac Ninh Province, 2026-2030.

Many agricultural products are being sold by businesses, cooperatives, and individuals on e-commerce platforms.

The program aims to promote digital transformation, apply science and technology, and innovate in commercial activities; support businesses, cooperatives, and business households in transitioning from traditional models to effective and sustainable online business; contribute to promoting the development of the digital economy and digital society, and successfully achieve the digital transformation goals of Bac Ninh province. At the same time, it aims to strengthen the promotion and boost consumption of key, distinctive products, agricultural products, OCOP products, and other local goods and services. Enhancing digital capabilities for organizations and individuals; gradually changing consumer habits and promoting cashless payments.

The overall goal of the Program is to increase the proportion of e-commerce revenue from business activities on digital platforms; expand the scope of customer transactions, and bring local products to the international market through e-commerce platforms and online business platforms. Gradually build digital brands for OCOP products, traditional craft products, handicrafts, and typical rural industrial products of the province, strengthening the recognition and competitiveness of businesses in the digital environment. Expand the market for local products and services in a reliable, transparent, and secure digital environment using digital technology applications according to legal standards and regulations; promote cross-border e-commerce transactions, creating momentum for digital economic growth.

The program sets specific targets for 2026, striving for a minimum 90% satisfaction rate among citizens and businesses using online public services; over 50% of OCOP products creating accounts and uploading products to the traceability system; at least 30% of OCOP products using barcodes and codes being identified and searchable on the product traceability portal; over 60% of e-commerce transactions being cashless; and 80% of transactions on e-commerce platforms using electronic invoices.

By 2030, the satisfaction rate with online public services is targeted at a minimum of 95%; 100% of OCOP products creating accounts and uploading products to the traceability system; and at least 60% of OCOP products using barcodes and codes being identified and searchable on the product traceability portal. Over 80% of e-commerce transactions are cashless; 100% of transactions on e-commerce platforms use electronic invoices; and the percentage of businesses applying e-commerce reaches 60% or more.

To achieve these goals, the Program focuses on implementing five key tasks. These include supporting businesses, cooperatives, supermarkets, and household businesses in bringing their products and services to domestic and international digital platforms and e-commerce marketplaces such as Shopee, Sendo, Lazada, Tiki, Alibaba, Amazon, etc.; connecting businesses, organizations, and individuals with e-commerce platforms and shipping companies; and encouraging the development of logistics systems in the province.

In addition, emphasis is placed on training and developing digital business skills for businesses, cooperatives, and household businesses. Support the registration of e-commerce websites and electronic information pages (using the national domain name “.vn”) and email transactions for businesses, cooperatives, and household businesses. Continue to invest in and develop digital infrastructure such as broadband fiber optic networks, high-speed 5G and 6G mobile communication networks; promote the deployment of modern electronic payment solutions such as QR Code and e-wallets; and develop a smart logistics system.

Strengthen research and application of technologies such as Blockchain, IoT, AI, and other relevant technologies; provide online and in-person training to improve the digital technology workforce; and support consumers through the application of traceability technology and QR code labeling.

The Provincial People's Committee assigns the Department of Industry and Trade to preside over and coordinate with relevant departments, localities, and units to organize and implement these measures. Regularly inspect, evaluate, and report on the implementation results of the Program as prescribed, and promptly propose solutions to overcome difficulties and obstacles during the implementation process.
