(BNP) - Vice Chairman of the Provincial People's Committee Dao Quang Khai has just signed Decision No. 1433/QD-UBND approving the supplement of areas not subject to auction for mining rights of Group IV minerals (leveling soil) in the province to ensure the source of materials to serve key socio-economic development works and projects.

According to the decision, the province supplements 10 areas of Group IV minerals (leveling soil) into the list of areas not subject to auction for mineral mining rights, with a total area of 229.4 hectares and a total forecasted resource of about 99.64 million m³ of leveling soil. This is an important source of materials to serve the implementation of many infrastructure, industrial park, urban area, and logistics projects in the province.
Among them, the largest area is located in Truong Son commune with an area of 54 hectares and a forecasted resource of 45 million m³, expected to supply materials for a series of key projects such as Bac Ninh Provincial Concentrated Information Technology Zone, the eco-urban resort and entertainment service area in Lien Bao - Dai Dong, Chau Phong dry port, Xuan Cam - Huong Lam industrial park phase 2, and Dong Son dry port.
In addition, mineral areas in Nghia Phuong, Tam Tien, Dong Ky, Bo Ha, Nam Duong communes, and Phuong Son ward are also supplemented to provide materials for many important industrial infrastructure development, logistics, and transportation projects. Notably, the areas in Nam Duong commune and Phuong Son ward alone have a total forecasted resource of 12.6 million m³, serving the Investment and Construction Project of the road connecting Gia Binh airport with Hanoi capital.
The Provincial People's Committee assigns the Department of Agriculture and Rural Development to assume the prime responsibility and coordinate with relevant departments, sectors, and local authorities to organize the implementation of the Decision; at the same time, publicly announce the list of mineral areas not subject to auction for mining rights on the electronic information system to ensure transparency in resource management.
The Department of Agriculture and Rural Development is responsible for guiding, receiving, and appraising dossiers for selecting organizations and individuals licensed for mineral activities, ensuring the right subjects and criteria in accordance with the provisions of law, avoiding loss and waste of resources. The licensing of exploitation is only considered after completing the gathering of opinions from the local people where the minerals are located.
Besides, research a mechanism to strictly manage the volume of minerals exploited at these mines, associated with the actual needs of each work and project; promptly advise on plans to handle surplus minerals in order to effectively use resources and serve socio-economic development.
The People's Committees of communes and wards where minerals are located are assigned to strengthen the management and protection of mine areas when they have not been licensed for exploitation; regularly inspect, supervise, prevent, and strictly handle acts of illegal exploitation and transportation of minerals. At the same time, urgently complete the collection of local people's opinions for approved mineral areas, and summarize the results to report to the Provincial People's Committee as regulated.
The supplement of areas not subject to auction for mining rights of Group IV minerals is expected to contribute to proactively sourcing leveling materials, accelerating the progress of key projects, creating momentum to promote infrastructure, industry, and urban development, thereby contributing to effectively achieving the provincial socio-economic development goals in the new period./.
