Chairman of Provincial People's Committee Pham Hoang Son works with Department of Construction

(BNP) - On the morning of November 29, Chairman of the Provincial People's Committee Pham Hoang Son chaired a working session with the Department of Construction to grasp the progress of implementing important plans and the implementation of key traffic projects in the province.

Overview of the meeting.

At the meeting, the consulting unit presented an overview of the general urban planning of Bac Ninh with many important contents such as: Current planning status, development context and motivation, urban organization model, priority functional areas, public transport system and orientation of urban space organization according to the TOD model. The planning aims to build Bac Ninh into a green, smart urban area with cultural identity and a high-tech industrial center in the region.

The Department of Construction stated that the province has completed 44/48 zoning plans, resulting in a 92% coverage rate, which is critical for land management, urban growth, and investment attractiveness.  The province is also working closely with the Ministry of Construction to prepare for the Bac Ninh Urban Master Plan to 2050, with a vision of 2075.

Many significant transportation projects are urgently implemented, including:  Ring Road 4 - Capital Region has nearly finished land clearance for agricultural and residential area, and parallel road packages have reached 70 - 97%.  Gia Binh International Airport has currently counted and assigned 96% of agricultural land area, paying out more than 2,400 billion VND to the people.  Ring Road 5 - Capital Region is preparing a pre-feasibility study report.

From 2026 to 2030, the province intends to prioritize investment in dozens of traffic routes to extend urban growth area, connect inter-regions, and complete the planned traffic network.

The Department of Construction proposed the Provincial People's Committee to approve the creation of more than ten new urban zoning plans for communes that have the potential to become wards; adjust almost 40 planned projects to reflect the new administrative borders; organize the establishment of general commune-level planning for the remaining communes, which will be undertaken alongside general urban and provincial planning.

At the meeting, delegates focused on discussing and said that the provincial planning needs to hire high-quality planning consultants; determine the order of priority for key projects; build a detailed project list, short-term and long-term implementation plans; balance resources and coordinate with neighboring provinces to develop inter-regional transport infrastructure in a synchronous manner.

Concluding the working session, Chairman of the Provincial People's Committee Pham Hoang Son highly appreciated the efforts of the Department of Construction.

He requested the Department of Construction to review the entire planning system from the provincial, urban to communal levels; select a reputable international consulting unit; call for social resources but ensure independence and avoid any impact from group interests; link provincial planning with regional planning...

He also requested the Department of Construction to urgently advise on a roadmap to upgrade more than 10 administrative units to wards and provide financial support for communes to establish commune-level planning; focus on researching riverside ecological space, urban drainage, underground space and anti-flooding solutions in industrial zones - considering this a priority task in the planning process.
