Deputy Prime Minister Nguyen Van Thang works with Bac Ninh on measures to promote double-digit economic growth

(BNP) – Deputy Prime Minister (DPM) Nguyen Van Thang chaired a working session with Bac Ninh Province on July 9 to review the implementation of measures aimed at achieving double-digit economic growth. The meeting was attended by representatives of central ministries and agencies.

The Government delegation was received by Nguyen Hong Thai, Member of the Party Central Committee and Secretary of the Bac Ninh Provincial Party Committee; Pham Hoang Son, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee (PPC); members of the Provincial Party Standing Committee; leaders of the Provincial People's Council; Vice Chairpersons of the PPC; and representatives of provincial departments and agencies.

Strong economic momentum maintained

According to a report presented at the meeting, Bac Ninh has identified double-digit growth as a strategic objective for the 2025–2030 period, targeting annual GRDP growth of 11–12%, including 12.5–13% in 2026. To realize this goal, the province has developed quarterly growth scenarios and assigned 168 specific tasks to relevant agencies and localities.

In the first half of 2026, Bac Ninh continued to post impressive socio-economic results. GRDP was estimated to expand by 10.56%, while the Industrial Production Index (IIP) rose by 19.51% year-on-year. Total import-export turnover reached USD 106.4 billion, including USD 52.5 billion in exports, the highest nationwide.

Total registered investment exceeded USD 9.86 billion (investment value converted), with newly registered FDI ranking fourth nationwide. State budget revenue surpassed VND 54 trillion, up 30.2% compared to the same period last year, while public investment disbursement reached 38.2% of the annual plan.

Despite these positive results, provincial authorities noted that global economic uncertainties and the relatively slow pace of public investment disbursement continue to pose challenges to achieving the province's ambitious growth target.

For the remainder of 2026, Bac Ninh will focus on accelerating public investment, removing bottlenecks affecting key projects, expediting the construction of Gia Binh International Airport and infrastructure serving APEC 2027, promoting social housing development, advancing digital transformation, and expanding export markets.

The province also called for stronger central support in addressing bottlenecks relating to the semiconductor industry, transport infrastructure, the power grid and social housing, while expediting procedures for the Gia Binh Free Trade Zone Project and the proposal to establish Bac Ninh as a centrally governed city.

Representatives of central ministries and agencies discussed the province's recommendations, clarified issues relating to policy mechanisms and major projects, and proposed measures to facilitate implementation.

Prioritizing strategic projects to drive growth

Addressing the meeting, PPC Chairman Pham Hoang Son said that thanks to the Government's close attention and support, many institutional and policy bottlenecks had been resolved, creating favorable conditions for the province to effectively implement its socio-economic development agenda.

He identified three strategic priorities for the coming period: accelerating the construction of Gia Binh International Airport; investing in synchronized strategic infrastructure, particularly transport connectivity projects; and implementing decisive measures to achieve GRDP growth of at least 12.5% in 2026.

The province will also continue improving the investment climate, providing stronger support for businesses - particularly foreign-invested enterprises - removing obstacles facing investment projects, and accelerating the implementation of major infrastructure works.

Chairman Pham Hoang Son called on the Deputy Prime Minister to direct ministries, agencies and investors to expedite the development of Gia Binh International Airport, Ring Road No. 4, key transport links and other strategic infrastructure projects, while supporting Bac Ninh in mobilizing investment resources, especially through public-private partnership (PPP) models.

Reaffirming the province's determination to achieve its 2026 growth target, he stressed that Bac Ninh would continue proactively addressing challenges, improving the business environment and effectively implementing socio-economic development tasks, thereby contributing to the country's overall growth.

Concluding the working session, Deputy Prime Minister Nguyen Van Thang commended Bac Ninh for its comprehensive socio-economic achievements during the first six months of 2026, particularly in the first year of operating the two-tier local government model.

He noted that the province had maintained strong growth, with GRDP increasing by 10.56%, placing it among the country's top-performing localities. Industrial production, exports, state budget revenue, investment attraction and improvements in the business environment all recorded encouraging results.

At the same time, he pointed to several challenges, including the province's heavy reliance on the FDI sector, relatively low localization rates and delays in a number of strategic infrastructure projects.

To achieve the targeted 12.5–13% GRDP growth in 2026, the Deputy Prime Minister urged Bac Ninh to continue effectively implementing the Party and Government's resolutions; review and refine growth scenarios; accelerate public investment disbursement; promptly remove obstacles facing key projects; and ensure the timely implementation of Gia Binh International Airport and other strategic infrastructure works.

He also called on the province to step up investment attraction in high-tech industries, semiconductors and artificial intelligence; strengthen supporting industries; promote digital transformation and administrative reform; develop trade, services, logistics and social housing; and further improve the quality of its workforce, thereby contributing more substantially to the country's economic growth.

On behalf of the provincial leadership, Party Secretary Nguyen Hong Thai expressed appreciation for the Government's continued support and affirmed that Bac Ninh would resolutely implement all assigned tasks and solutions to fulfill its socio-economic development objectives for 2026.

He instructed provincial authorities to comprehensively review assigned targets and tasks, strengthen supervision and implementation, promptly resolve emerging bottlenecks, and strive to achieve 100% public investment disbursement. Relevant agencies were also tasked with working closely with central ministries to address institutional issues and accelerate industrial park projects, creating new momentum for the province's sustainable socio-economic development
