The planning area, about 745 hectares, includes 02 zones: The administrative center consists of existing Gia Binh town and a part of Dong Cuu commune limited by Road No. 272B with the scale of about 470 hectares; The tourism area is mainly in Dong Cuu commune in association with Thien Thai tourist area, about 275 hectares.

The implementation is divided into two phases. In the first phase, 2018-2020, it will be conducted planning Gia Binh urban center, which aims to concretize the master plan for construction of Gia Binh urban area; making the detailed plan on the areas designed for urban development, investment and attraction of projects in the new urban development areas. In the second phase, 2021 – 2030, the district continues to invest and attract investment in housing projects; cultural, physical training and sports centers, urban areas, commercial service projects and technical infrastructure, social infrastructure to meet the needs of local people and the region.

Regarding the implementation solutions, the reform of administrative procedures will be stepped up to boost the efficiency and effectiveness of state management of urban planning and development. The decision also points out a wide range of missions such as strengthening the detailed urban planning, promulgating regulations on management of planning and architecture, and regulations on recognition of urban civilized streets; promoting the role of the community in monitoring the implementation of urban planning and development.
