PM directs Bac Ninh province to urgently speed up progress of Ring Road 4

(BNP) – On the morning of September 22, Prime Minister (PM) Pham Minh Chinh inspected the progress of the investment project to build Ring Road 4 – Capital Region, the section through Bac Ninh province.

Joining the delegation were Mr. Nguyen Van Thang, member of the Party Central Committee, Minister of Transport; Mr. Nguyen Anh Tuan, member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial Delegation of National Assembly Deputies; Ms. Nguyen Huong Giang, Standing Deputy Secretary of the Provincial Party Committee, Chairwoman of the Provincial People's Council; Mr. Vuong Quoc Tuan, alternate member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee.

The Ring Road 4 - Capital Region, belonging to the group of important national projects, passes through 3 provinces and cities (Hanoi, Hung Yen and Bac Ninh) and connects the Hanoi - Lao Cai and Noi Bai - Ha Long expressways with a length of 112.8 km. Of which, the section passing through Bac Ninh province has an expressway route length of 35.3 km, which includes 25.6 km of Ring Road 4 and 9.7 km of the road connecting Ring Road 4 to the Noi Bai - Ha Long expressway. Bac Ninh is assigned to implement 2 component projects: The component project of compensation, support and resettlement in Bac Ninh province (component project 1.3) and the component project of parallel road construction in Bac Ninh province (component project 2.3).

Up to now, component project 1.3 has disbursed 61.5% of the capital plan for 2023 and 2024, cleared 97.28% of the land and prepared preliminary compensation plan for more than 2% of the remaining land area (about 10 hectares) that has not yet been recovered. Two resettlement areas have been completed; the remaining resettlement areas and technical infrastructure items are being implemented.

For component project 2.3, the project is divided into 3 bidding packages with 24 construction teams. Bac Ninh province has strengthened its direction, removed difficulties and obstacles as well as required contractors to work in 3 shifts and 4 teams to speed up the project’s implementation progress. The investor directed the contractor to develop a competition plan to accelerate the project progress, with the goal of increasing overall construction production to more than VND 400 billion from September to November 2024. It strives to basically complete the project in 2025 (for sections that have been handed over the site in 2023).

Directly inspecting the progress and encouraging engineers and workers at the construction site of package No. 14 (Ninh Xa ward, Thuan Thanh town), the PM requested Bac Ninh province to focus on completing the site clearance so that construction can be carried out as soon as the site is available; coordinate and work with many localities to ensure the source of materials (sand, soil) for construction. The entire political system must join in, work with contractors and the Traffic Construction Project Management Authority (investor) as well as mobilize the participation of local authorities at all levels, youth and women's organizations, forces and the entire population.

The PM asked the contractor to mobilize machinery and human resources, increase "3 shifts, 4 teams", speed up the progress and strive to complete the construction by December 31, 2025. During the construction process, the supervision consultant force must increase inspection and supervision to ensure quality and progress, and urgently carry out the payment and settlement work, he added.

At the construction site, the PM also discussed how to resolve issues related to the investment implementation of 3 bridges on Ring Road 4, including the Me So bridge (Hung Yen Province), the Hong Ha bridge (Hanoi) across the Red River, and the Hoai Thuong bridge (Bac Ninh Province) across the Duong River. He requested the Ministry of Planning and Investment in coordination with the Ministry of Transport and 3 localities to urgently report to competent authorities for consideration and decision to ensure the progress of the entire route.
