Directive to promote development of electric vehicle charging station infrastructure in apartment complexes

(BNP) - Prime Minister Pham Minh Chinh signed Directive instructing ministries, agencies, and localities to promote the development of electric vehicle charging station infrastructure in apartment complexes.

 

The directive states: To urgently finalize standards and regulations, strengthen management to ensure safety and fire prevention in the use and development of infrastructure serving parking spaces, charging stations, and battery swapping stations for electric vehicles, the Prime Minister requests:

Ministers, heads of ministerial-level agencies, government agencies, and chairmen of People's Committees of provinces and centrally-administered cities:

- To strengthen communication, publicize and ensure transparency of information related to the development of green transportation and electric vehicle charging station infrastructure in a timely, complete, accurate, and effective manner.

- Rebuild regulations, policies, standards, and infrastructure development plans for parking facilities, charging stations, battery swapping stations, etc. There must be no loopholes that create opportunities for corruption, waste, or vested interests during implementation. Regular monitoring, inspection, and handling of violations are necessary.

- Continue to strictly and effectively implement the tasks and solutions directed by the Government in Resolutions, Directives, Decisions, and Official Telegrams related to the development of green transportation, green transportation infrastructure, and green energy.

- Ministry of Construction

- Urgently develop and finalize a system of regulations, standards/standards for urban planning that integrate infrastructure for green transportation, including electric vehicle charging stations and necessary infrastructure for replacement battery charging stations, to be completed in the second quarter of 2026.

- Urgently research, amend, and supplement national technical standards for apartment buildings to provide specific guidance on the design of charging stations in apartment buildings, ensuring safety, fire prevention, convenient installation locations, and emergency response, to be completed before April 30, 2026.

- Take the lead and coordinate with relevant agencies to resolve obstacles regarding the procedures for granting construction and renovation permits for charging stations in existing apartment buildings.

- Urgently organize a review and evaluation of the implementation results of Decision No. 876/QD-TTg dated July 22, 2022, of the Prime Minister approving the action program on green energy transition and reduction of carbon and methane emissions in the transportation sector, in order to propose targeted additions and amendments to achieve green transition goals in transportation as soon as possible.

In the third quarter of 2026, issue energy efficiency standards for charging equipment and charging stations.

Ministry of Industry and Trade

- Urgently take the lead in developing and issuing national technical regulations on safety and energy efficiency standards for charging equipment, charging stations, and power supply systems for charging stations, to be completed in the third quarter of 2026.

- Promote and encourage the transition to electric and clean fuel vehicles, and encourage the use of public transportation.

Vietnam Electricity Corporation (EVN)

- Promote electricity demand management and load adjustment programs to facilitate the installation of charging stations in urban areas and apartment buildings.

- Provide guidance on simplifying connection procedures and installing separate meters for charging stations in apartment buildings to ensure transparency in electricity usage and payment.

The People's Committees of provinces and cities shall base their actions on regulations, standards, and guidelines on charging stations issued by competent authorities.

- Urgently review plans and requirements for the arrangement of charging infrastructure for transportation systems in urban areas and construction projects.

- Require investors and apartment building management boards to closely coordinate with charging infrastructure providers to arrange installation locations scientifically and safely in accordance with legal regulations, standards, and guidelines. Providing guidance to residents on the arrangement and use of parking spaces, charging stations, and battery swapping stations for electric vehicles in residential areas and apartment buildings, ensuring security, order, fire safety, and convenience for residents' daily lives.
