Bac Ninh promotes new resources to lead in economic growth

Mr. Nguyen Anh Tuan, Member of the Party Central Committee, Secretary of the Provincial Party Committee (PPC), Head of the Provincial Delegation of National Assembly Deputies; Mrs. Nguyen Huong Giang, Standing Deputy Secretary of the PPC, Chairwoman of the Provincial People’s Council; Mr. Vuong Quoc Tuan, Alternate Member of the Party Central Committee, Deputy Secretary of the PPC, Chairman of the Provincial People’s Committee co-chaired the conference.

Members of the Provincial Party Standing Committee, Permanent Committee of the People’s Council, People’s Committee, Fatherland Front, Delegation of National Assembly Deputies in the province; members of the Subcommittee of Documents for the 21st Provincial Party Congress also attended the conference.

The Draft (2nd time) of the Political Report was received and completed by the Congress Document Subcommittee, including 39 A4 pages (8 pages less than the 1st Draft) and 3 appendices in the direction of “the most concise, clearest work”. The Draft proposed 2 options for the Congress’s theme; assessed the implementation of the Resolution of the 20th Provincial Party Congress, term 2020-2025; the results achieved according to 5 key task groups, 28 main targets; pointed out shortcomings and limitations in implementation. The Draft provided directions, goals, tasks, solutions, and main programs for the 2025-2030 term. The structure includes: 1 direction; 2 development goals; 3 groups of development targets on economy, culture - society, environment; 4 key tasks; 5 breakthrough solutions and 6 main programs for the 2025 - 2030 term.

Former provincial leaders highly appreciated the content and structure of the Draft Political Report, giving comments and suggestions on many specific issues. For the theme of the Congress, delegates prioritized option 2 of the Draft. It needs to be edited concisely and clearly, thus expressing the province’s ideology and guiding spirit and closely following local realities. As a result, the province builds a clean and strong Party, soon completing the goal of turning Bac Ninh into a centrally-run city; building a rich, beautiful and civilized Bac Ninh, a land imbued with Kinh Bac cultural identity.

For the implementation results of the Resolution of the 20th Provincial Party Congress, term 2020-2025, the Draft Report comprehensively assessed the growth, economic scale of the province, FDI attraction, especially urban planning and development, social security policies; the political system was increasingly strengthened and consolidated, people’s trust, the role and position of the province were enhanced in international integration... However, it is necessary to analyze and evaluate more objectively, especially the factors affecting the province’s economy to have negative growth in 2023; clarify the causes of the limitations that have not achieved the plan; deeply and specifically assess the lessons learned...

The direction and tasks section needs to define the province’s position in the regional and national development strategy; clarify the province’s opportunities, thereby, finding solutions to exploit advantages, calculating and building scenarios for Bac Ninh to be a pioneer in economic growth. From the development orientation of the next period, it is necessary to supplement Bac Ninh’s recommendations to the Central Government; further emphasize the issues of preserving the cultural identity of Bac Ninh people, the quality of human resources, the quality of education, building a team of aspirational and dedicated cadres; fully exploit the province’s new factors.

The goal of becoming a centrally-run city by the end of 2026 is running out of time, so it is necessary to review each criterion, identify key, priority tasks that are realistic and have higher forecasting. In Party building work, it is necessary to adhere to the principle of “Solidarity and Democracy” within the Party; agree with the policy of focusing on developing the Party among students, but it is necessary to be careful, avoid turning Party admission into a movement...

Secretary Nguyen Anh Tuan discussed and clarified many contents about the orientation, space, and development strategy of the province in the coming time, including the Gia Binh airport project, the route connecting the airport with the capital Hanoi, traffic development, digital infrastructure; balancing the public and private sectors in education and health; organizing a 2-level government model; plans, roadmaps, and positions when Bac Ninh province becomes a centrally-run city...
