Bac Ninh advances collective economy development for 2026–2030

(BNP) – Bac Ninh Province is stepping up the development of its collective economy and cooperative sector under the Government’s Master Program on Collective Economy Development for 2026–2030. The initiative focuses on improving cooperative performance, promoting digital transformation, strengthening value-chain linkages, and encouraging greater participation by enterprises, with the aim of boosting rural development, raising incomes and supporting sustainable economic growth.


 

 

Strengthening value-chain linkages

On June 24, 2026, the Prime Minister signed Decision No. 1128/QD-TTg approving the Master Program on Collective Economy Development for the 2026–2030 period, which aims to build a dynamic, efficient and sustainable collective economy as an increasingly important component of Viet Nam’s economy.

By 2030, the country targets around 140,000 cooperative groups with two million members, 45,000 cooperatives with eight million members, and 340 cooperative unions comprising 1,700 member cooperatives. At least 60 percent of cooperatives are expected to operate effectively or perform well, while 80 percent of cooperative directors will receive professional management training. Women are projected to account for at least 30 percent of cooperative directors nationwide.

A major objective of the program is to improve access to State support policies, encouraging more people to join cooperatives while promoting stronger partnerships between cooperatives, enterprises and other organizations in production, processing and product marketing.

Accelerating digital transformation and high-tech agriculture

The program sets a target of more than 5,000 cooperatives and 500 cooperative groups nationwide applying high technologies in agricultural production and marketing by 2030, with agricultural products integrated into traceability systems.

It also aims for around half of all agricultural cooperatives to establish partnerships with enterprises through value chains, helping improve competitiveness, expand market access and increase product value.

To accelerate the development of the sector, the Government requires each province and centrally run city to identify at least six exemplary cooperatives or cooperative unions for wider replication. Each locality is also expected to include at least one public investment project supporting cooperative development in its medium-term public investment plan.

Developing cooperatives around local strengths

The program emphasizes that collective economy development should reflect the specific conditions and comparative advantages of each locality, with priority given to cooperative models associated with value chains and key local products.

In agriculture, cooperatives are encouraged to evolve into integrated service providers linked to concentrated raw-material areas, organizing production and product marketing along value chains. Support will focus on the adoption of high technologies, organic farming, product traceability and quality certification.

In the industrial and handicraft sectors, the Government encourages the establishment of cooperative unions in traditional craft villages and rural industrial clusters to capitalize on local strengths, enhance competitiveness and create more employment opportunities.

For trade and services, cooperatives are encouraged to diversify their business activities, participate in modern distribution systems, logistics services and supply chains, while expanding community-based and eco-tourism models that preserve and promote local cultural heritage.

Creating new momentum for Bac Ninh's cooperative sector

In recent years, Bac Ninh's collective economy has maintained positive growth, with many cooperatives modernizing their operations, expanding production, adopting advanced technologies, developing One Commune One Product (OCOP) brands and participating in production and marketing value chains.

Agricultural cooperatives across the province are gradually shifting towards large-scale commodity production, high-tech farming, safe agricultural practices and product traceability. A number of cooperatives specializing in safe vegetables, fruit cultivation, high-tech agriculture and livestock production have delivered encouraging economic results, contributing to higher incomes for their members.

Meanwhile, cooperatives operating in traditional craft villages, commerce and services have increasingly embraced digital technologies to improve management, promote products online and expand market access through e-commerce platforms.

As part of the implementation of the national program, Bac Ninh will continue to strengthen support for cooperatives by improving access to finance, developing human resources, accelerating digital transformation, promoting the application of science and technology, and fostering production linkages along value chains.

The effective implementation of Decision No. 1128/QD-TTg is expected to provide fresh impetus for the province's collective economy while contributing to modern agricultural development, higher rural incomes, advanced New Rural Development, and sustainable socio-economic growth in Bac Ninh Province.
