Bac Ninh strengthens support for supporting industry businesses and science and technology businesses to participate in global value chains

(BNP) - On the afternoon of July 9, Standing Vice Chairman of the Provincial People's Committee Mai Son chaired a working session with agencies, units, and businesses to discuss solutions to promote the development of science, technology, and innovation (STI) to serve socio-economic development; while simultaneously removing difficulties and strengthening support for supporting industry businesses (vendors) and science and technology (S&T) businesses to participate deeper into global value chains.

Attending the working session were representatives of leaders of the Departments of: S&T, Industry and Trade; the Provincial Industrial Zones Authority; the Provincial Young Entrepreneurs Association along with numerous vendor businesses of FDI corporations and S&T businesses operating in the province.

According to the report of the Department of Science and Technology, over the past years, Bac Ninh has implemented many guidelines and policies to promote the development of STI and digital transformation in the spirit of Resolution No. 57-NQ/TW of the Politburo; step by step forming an innovation ecosystem, developing S&T businesses, and promoting technology research, transfer, and application of science to production. However, the number of domestic enterprises with sufficient capacity to participate in the supply chain of FDI corporations remains modest; many businesses still face difficulties regarding investment resources for research and development (R&D), high-quality human resources, ability to access policies, and linkages with research institutes and universities.

Exchanging views at the working session, representatives of FDI corporations such as Samsung, Goertek, Segyung Vina, AAC Technologies, SIFLEX, UIL Vietnam, etc. highly appreciated the province's policy of accompanying businesses to develop S&T and supporting industries; and at the same time focused on proposing many solutions to improve the capacity of domestic enterprises.

Businesses agreed that high-quality human resources were the deciding factor for Vietnamese enterprises to participate deeper into global supply chains. The representative of Samsung proposed the province to study a vocational training model starting right from high school with a technical orientation, linking training with the practical needs of businesses. Meanwhile, AAC Technologies recommended reforming the training method in the direction of businesses directly "ordering" educational institutions on output standards, and coordinating the organization of competency assessments so that graduating students could meet production requirements immediately.

In addition, FDI businesses believed that Vietnamese enterprises should continue to improve production capacity, smart governance, technology investment, and comply with international standards on environment, health, and safety (EHS) as well as social responsibility (RBA) to qualify as Tier-1 suppliers. Samsung affirmed that it would continue to accompany and support Vietnamese enterprises through smart factory improvement programs, technical consulting, and sharing governance experiences to improve competitiveness towards 2030.

The content that received high consensus was the building of a digital data platform to connect businesses. The enterprises requested the province to soon establish a shared database, updating production capacity, machinery, equipment, and products of Vietnamese businesses as well as demand for components, materials, and human resources of FDI businesses, creating conditions for both sides to proactively search for partners and expand cooperation. At the same time, strengthen the organization of specialized connection conferences for each product line such as: electronics, semiconductors, precision mechanics, automation, etc.

Representatives of domestic enterprises perceived that becoming a supplier for multinational corporations remained a major challenge when most businesses were of small and medium size with limited resources, had not mastered core technologies, and still lacked a team of engineers and technology experts. The businesses requested the province to build a set of specific criteria and guidelines for businesses to step-by-step meet the conditions to become vendors; while maintaining a regular dialogue mechanism, supporting connections with research institutes and universities, and facilitating access to technology innovation support policies.

Concluding the working session, Standing Vice Chairman of the Provincial People's Committee Mai Son affirmed that the development of STI and digital transformation was a strategic breakthrough, the most important driver for Bac Ninh to maintain rapid and sustainable growth in the spirit of Resolution No. 57-NQ/TW of the Politburo. He stated that in the first 6 months of 2026, the province's economy continued to maintain a positive growth trend with an increase of about 10.6%, ranking 6th in the country.

He emphasized that strengthening the connection between S&T businesses, domestic businesses, and FDI corporations was of great significance in raising the localization rate, creating opportunities for businesses to participate deeper into global supply chains. He affirmed that the province would continue to invest in completing transport infrastructure and ensuring power supply for production; while studying high-quality human resource training models linked to business needs, encouraging the "1+1+1" training model and creating conditions for training institutions and universities to participate in human resource development for high-tech industries.

At the same time, step up propagation and guide businesses to access support programs for STI research and digital transformation; encourage businesses to boldly deploy technical improvement topics and projects to raise competitiveness, gradually participating deeper in global value chains, contributing to making Bac Ninh a high-tech industry and innovation center of the country.

He requested FDI corporations, especially Samsung, to continue supporting domestic enterprises through sharing governance experiences, training, knowledge transfer, and building a specific set of standards so that businesses would have a roadmap to become suppliers. He assigned the Industrial Zones Authority to build a 24/7 digital data platform connecting businesses, publicizing the needs of FDI businesses and the capacity of domestic businesses to promote supply - demand connection; and requested departments and sectors to proactively coordinate to promptly resolve the recommendations of businesses, promoting the province's role as a bridge in supporting business development./.
