Bac Ninh approves 10-year master strategy for digital infrastructure development

 (BNP) - The People's Committee of Bac Ninh province has just issued Decision No. 1777/QD-UBND approving the 10-year master strategy for digital infrastructure development.

Accordingly, the strategy identifies five development perspectives, emphasizing that digital infrastructure is the infrastructure of the economy, comprising four main components: telecommunications and Internet infrastructure; data infrastructure; physical-digital infrastructure; and digital utility and technology infrastructure such as services. Digital infrastructure must have ultra-large capacity, ultra-wide bandwidth, be universal, sustainable, green, smart, open, and secure, meeting the requirements of digital economic development, digital society, and digital government, contributing to promoting socio-economic development and ensuring national defense and security.

The strategy also identifies digital infrastructure as a new development space that needs priority investment and development; it should be planned and implemented synchronously with other technical infrastructures such as transportation, electricity, lighting, and underground works. At the same time, it aims to create a favorable environment for businesses of all economic sectors to participate in investing in and developing digital infrastructure in a level playing field; ensuring cybersecurity is a continuous requirement throughout the entire process of developing and operating digital infrastructure.

According to the strategy, by 2035, Bac Ninh province's digital infrastructure will become a smart, ultra-broadband, synchronized, and secure connectivity platform, ready for breakthrough technologies such as artificial intelligence (AI), blockchain, and sixth-generation (6G) mobile networks, contributing to making Bac Ninh a high-tech, modern, and smart industrial province.

By 2030, the province aims for 100% of users to have access to fiber optic internet with speeds of 1Gb/s or higher; 100% of the population to have 5G network coverage; readiness to conduct 6G network trials; a minimum of 90% IPv6 usage rate, and a complete transition to IPv6. The province prioritizes attracting investment in green-standard data centers, consolidating and upgrading the province's centralized data center; developing physical-digital infrastructure, IoT, and digital mirroring; developing shared digital platforms; and 70% of the adult population possessing digital signatures or personal electronic signatures.

By 2035, the goal is to achieve 6G network coverage for 50% of the population; attract investment in mega-data centers, AI-supported data centers, and edge data centers; deploy digital mirroring throughout the province; and have 95% of the population with electronic identity verification accounts (VNeID). 75% of the adult population has a digital signature or personal electronic signature.

The strategy identifies four key task groups: Developing telecommunications and Internet infrastructure (popularizing fiber optic cables, expanding 5G coverage, preparing for 6G deployment, IPv6 transition); developing data infrastructure (upgrading data centers, cloud computing, attracting investment in large-scale data centers); developing physical-digital infrastructure (integrating sensors, IoT, digital copies); and developing digital utility and technology infrastructure such as services (digital identification, digital payments, digital signatures, data integration and sharing).

The strategy outlines solutions for improving mechanisms and policies; prioritizing the development of digital infrastructure such as transportation and energy infrastructure; mobilizing resources, ensuring funding and human resources; ensuring cybersecurity; researching and developing new technologies; measurement and monitoring; and strengthening domestic and international cooperation. Promoting communication and enhancing the capacity to utilize digital infrastructure.

The Provincial People's Committee assigns the Department of Science and Technology to lead and coordinate with relevant departments, localities, and businesses in implementing the Strategy. The Department of Finance, the Department of Construction, and other departments, agencies, and the People's Committees of communes and wards will coordinate implementation according to their assigned functions and tasks. Businesses participating in the development of digital infrastructure will develop implementation plans. Provincial press and media agencies will organize the dissemination of information about the Strategy./.
