(BNP) - The Provincial People's Committee has just signed Official Dispatch No. 815/UBND-KTTH on directing a number of solutions to improve the effectiveness and efficiency of state management of foreign investment and investment in the development of industrial parks (IPs) in the province.

Accordingly, the Department of Finance is assigned to preside over and coordinate with the Provincial Industrial Park Authority in order to monitor and evaluate investment in accordance with Decree 29/2021/ND-CP; strictly punish violations of reporting on monitoring and evaluating investment projects. On that basis, the Department will propose solutions for effectively managing foreign-invested projects, construction projects, and infrastructure business initiatives in industrial parks that are behind schedule due to governmental agencies or investors; review and encourage investment procedures for large-scale, widespread, high-tech projects; coordinate the evaluation of industrial park infrastructure investment projects, and promote the establishment of ecological and high-tech industrial parks.
At the same time, the Department coordinates to advise on the development orientation of industrial parks; study financial and land incentive mechanisms to support small and medium enterprises, supporting industries, and innovation in the spirit of Resolution No. 68-NQ/TW and Resolution No. 198/2025/QH15; advise on budget allocation and resource mobilization under the public-private partnership (PPP) method to invest in completing technical infrastructure and social infrastructure outside the industrial park fence.
The Provincial Industrial Park Authority reviews industrial parks with occupancy rates below 60%, develops solutions to improve land use efficiency, and accelerates the construction of wastewater treatment plants. Before August 10, 2025, the unit reports to the Provincial People's Committee the results of 4G/5G signal quality inspections in industrial parks; expand investment promotion, especially with high-tech corporations, promote digital transformation, IoT application, and build digital industrial parks and smart industrial parks.
The Department of Construction urges the completion of social infrastructure works and workers' housing in industrial parks; researches the connection of production infrastructure between industrial parks in the direction of industry clusters, associated with the development of tourism, logistics, ancillary services, and promoting regional advantages./.
