(BNP) - On the afternoon of July 9th, the Bac Ninh Provincial People's Committee solemnly organized a meeting with Japanese businesses and investors. The meeting served as a forum for direct and frank dialogue to listen to and promptly resolve difficulties and obstacles for investors; and to introduce the potential, orientation, and promote a new wave of investment from Japan into Bac Ninh province.

Attending the meeting from central government agencies were: Mr. Hoang Quang Phong, Vice President of the Vietnam Chamber of Commerce and Industry (VCCI); Mr. Nguyen Anh Tuan, Deputy Director of the Foreign Investment Department (Ministry of Finance); and Mr. Do Quoc Hung, Acting Director of the Foreign Market Development Department (Ministry of Industry and Trade).
Representing the Japanese Embassy and organizations in Vietnam were Mr. Watanabe Takakazu, Minister Counselor of the Japanese Embassy in Vietnam; Mr. Ozasa Haruhiko, Chief Representative of the Japan External Trade Organization (JETRO) in Hanoi; and Mr. Tsuchibashi, President of the Japan Chamber of Commerce and Industry in Vietnam (JCCI).
Representing Bac Ninh province were Mr. Nguyen Hong Thai, Member of the Central Committee of the Communist Party of Vietnam, Secretary of the Provincial Party Committee; Mr. Pham Hoang Son, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Ms. Tran Thi Hang, Member of the Standing Committee of the Provincial Party Committee, Standing Vice Chairwoman of the Provincial People's Council; Ms. Lam Thi Huong Thanh, Member of the Standing Committee of the Provincial Party Committee, Vice Chairwoman of the Provincial People's Council; Mr. Pham Van Thinh, Member of the Standing Committee of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee, along with leaders of departments, agencies, business associations, and approximately 175 delegates representing Japanese businesses and investors from within and outside the province.

Japan has always been a leading strategic partner of Bac Ninh.
In his opening remarks, Vice Chairman Pham Van Thinh affirmed that the comprehensive strategic partnership between Vietnam and Japan is a solid foundation for Bac Ninh to expand cooperation in high-quality technology and knowledge fields. For the province, Japan has always been a leading strategic partner, providing capital, technology, and advanced management methods.
Currently, the province has attracted approximately 3,631 FDI projects with a total capital of over 50.6 billion USD, ranking second nationwide; Japanese investors alone have contributed about 125 projects with nearly 2 billion USD from large corporations such as Canon, Sumitomo, Aeon Mall, etc. Outstanding economic results such as a 10.56% increase in GRDP in the first six months of 2026 (ranking sixth nationwide) and a position in the top 5 of the PCI in 2025 demonstrate the province's stable and safe investment environment.

Speaking at the conference, Vice Chairman Pham Van Thinh emphasized that, after the merger, Bac Ninh aims to become a centrally-governed city, a growth pole of the North, and attract green, clean, and high-tech projects in accordance with Resolution No. 10-NQ/TW of the Politburo.
To realize this goal, the province prioritizes attracting high-quality investment from Japan in the fields of semiconductors, AI, and automation; developing smart, circular industrial parks according to the 3S standard (clean land, clean rooms, clean water), promoting green transformation and direct electricity trading mechanisms. At the same time, it strengthens linkages with domestic businesses and innovates human resource training to meet business needs and enhance the capacity to participate in the supply chain.
The Vice Chairman affirmed that Bac Ninh always creates favorable conditions and works alongside Japanese investors to build a modern and sustainable industrial ecosystem.

Affirming the role of the Japan Desk in promoting Japanese investment cooperation in Bac Ninh
Speaking at the conference, Mr. Watanabe Takakazu, Counselor of the Japanese Embassy in Vietnam, highly appreciated Bac Ninh's development orientation in the fields of supply chain, digital transformation, green transformation, and semiconductors. With total investment from Japan reaching approximately USD 2 billion, Bac Ninh is considered an attractive destination for manufacturing relocation. He suggested that the province continue to maintain a transparent investment environment, develop human resources, improve logistics infrastructure, and promote the role of the Japan Desk in supporting businesses.

Mr. Ozasa Haruhiko, Chief Representative of JETRO Hanoi, stated that Vietnam continues to be a priority destination for Japanese businesses. To attract high-quality investment and develop an R&D center, Bac Ninh needs to build stable, predictable policies and create favorable conditions for businesses. JETRO will continue to support connections, promote increased localization rates, and foster cooperation between businesses from both sides.
Speaking at the conference, Mr. Nguyen Anh Tuan, Deputy Director of the Foreign Investment Department under the Ministry of Finance, reaffirmed the Department’s commitment to continuing institutional reforms to foster a transparent, stable, and highly predictable investment environment. He noted that the Department would work closely with Bac Ninh Province to promptly address challenges faced by investors and support the province’s transition from a manufacturing base to a regional hub for innovation and next-generation high-tech industries.

The conference also featured a live dialogue session chaired by Vice Chairman of the Provincial People’s Committee Pham Van Thinh, during which representatives of Japanese enterprises openly discussed and put forward recommendations on investment procedures, land access, construction planning, environmental regulations, fire prevention and fighting, taxation, customs procedures, labor, electricity supply, credit access, and logistics infrastructure.
Representatives from provincial departments and agencies directly responded to issues within their respective mandates. For matters beyond provincial authority, the provincial leadership pledged to consolidate enterprises’ recommendations and submit them to relevant central ministries and agencies for consideration, while keeping businesses informed of the outcomes as soon as possible.
Underscoring its commitment to accompanying investors and promptly resolving their concerns, the Bac Ninh Provincial People’s Committee officially announced the establishment and launch of the Japan Investment Promotion and Support Team (Japan Desk).
The Japan Desk will serve as a dedicated focal point for Japanese investors, providing round-the-clock information support, closely monitoring investment projects, and coordinating with relevant authorities to promptly remove administrative bottlenecks and facilitate business operations in the province.
As part of the conference, Mr. Pham Hoang Son, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Committee, presented the Land Use Rights Certificate to Aeonmall Vietnam Co., Ltd. for the implementation of the AEON Mall Bac Ninh Tan Tien shopping center project.
