Bac Ninh implements new regulations on management of APEC Business Travel Cards (ABTC)

(BNP) - Chairman of Provincial People's Committee has just issued Document No. 5968/UBND-NgV on implementing regulations on the management of APEC Business Travel Cards (ABTC) in the province to ensure the consistent, timely, and effective implementation of Decision No. 28/2026/QD-TTg dated May 29, 2026, of the Prime Minister, taking effect from July 1, 2026.

Accordingly, the Chairman of the Provincial People's Committee requests departments, boards, sectors, specialized agencies, and localities to actively study, thoroughly grasp, and strengthen dissemination to businesses and businesspeople under their management. At the same time, they are responsible for closely coordinating with the Office of the Provincial People's Committee in verifying and providing information when requested.

The Provincial Police takes the lead and coordinate with relevant agencies to strengthen inspections and reviews to promptly detect and handle cases of using ABTCs for improper purposes or violating the law, while participating in the verification of dossiers for examination. The Provincial Tax Department, Provincial Social Insurance, and Regional Customs Branch V are responsible for reviewing and providing information on the compliance with tax, insurance, and customs obligations of businesses, and promptly exchanging information on cases showing signs of violation or no longer meeting the conditions to use the card.

Businesses in the area must strictly manage the use of ABTCs by businesspeople belonging to their units and seriously implement the annual periodic reporting regime on the card usage situation, ensuring completeness and honesty. Businesses must be responsible before the law and the Provincial People's Committee for the reported information, and must immediately carry out procedures to request the cancellation of the card's validity when there are changes in personal identity, relocation of headquarters to another province, when the business dissolves or goes bankrupt, or when a businessperson loses their physical card.

The Chairman of the Provincial People's Committee assigns the Office of the Provincial People's Committee as the focal point to take the lead in advising on receiving and examining dossiers, guiding businesses to perform procedures according to the new regulations, as well as urging the annual reporting regime. Businesses and businesspeople who violate the regulations or fail to comply with the reporting regime will be compiled to propose to the Ministry of Public Security to disallow further card usage, not consider issuing approval documents for subsequent times, or consider revoking and canceling the card's validity if they repeat violations multiple times./.
