To maintain and significantly improve the investment and business environment, and enhance the Provincial Competitiveness Index (PCI), the role of the press as a partner is extremely important.
Mr. Pham Van Thinh - Vice Chairman of the Bac Ninh Provincial People's Committee emphasized: In Bac Ninh's development strategy, the press is an "extended arm," an indispensable strategic partner of the provincial government in the journey of creating a healthy, safe, and sustainable investment and business environment.
How do you assess the role of the press as a "bridge" of information between the Bac Ninh provincial government and the business community in the context of the current strong economic shifts?
For the relationship between the government and businesses to be strong and in-depth, it must be based on two core pillars: understanding and transparency. Recent experience has proven that the press has been doing an excellent job fulfilling these two strategic tasks.
Firstly, it brings policies closer to businesses: The press has quickly, accurately, and vividly conveyed the province's policies, preferential mechanisms, development plans, and investment attraction strategies to domestic and foreign investors. As a result, businesses can seize opportunities in a timely manner, minimize legal risks, and formulate long-term business strategies in Bac Ninh.
Secondly, it brings the voice of businesses to the government: The press is an objective and timely channel for reflecting the concerns, aspirations, and even the frustrations and obstacles that businesses face in their production and business activities.
Thanks to the proactive involvement of the press, the flow of information between the government's policy direction and the realities on the ground for businesses is always smooth and uninterrupted. This helps the government understand what businesses truly need and where they are facing difficulties, and conversely, businesses also understand the efforts and solutions that the provincial government is resolutely implementing.

Could you please elaborate on the process by which the province receives, processes, and directs the resolution of difficulties and obstacles faced by businesses quickly after the press reports on them, in order to improve the investment environment?
In Bac Ninh, we build a workplace culture based on the spirit of: Listening attentively, seriously accepting feedback, and acting immediately. The press is the voice of society and the market. Therefore, many "hot" issues related to delays in administrative procedures, bottlenecks in land clearance, inadequacies in technical infrastructure in industrial zones, or the shortage of high-quality human resources... have been frankly and openly reflected by the press.
Upon receiving this information, the provincial People's Committee leaders immediately verified the issues, directly instructing relevant departments, agencies, and localities to investigate and clarify the nature of the issues raised by the press. They organized working sessions and direct dialogues with businesses to listen from multiple perspectives, clearly identifying objective and subjective causes. They also established a roadmap, clearly assigning responsibilities to thoroughly address the obstacles, preventing procrastination and ensuring a definitive resolution.
This close monitoring and objective social critique from the press has helped Bac Ninh proactively identify procedural "bottlenecks" to promptly reduce and reform them. At the same time, this is also an effective tool to help the province promptly rectify the working style and conduct of its officials and civil servants, minimizing inconvenience and harassment for businesses.
This is a key factor in helping Bac Ninh consolidate trust and build a safe, transparent, and reliable business environment for the business community.
What breakthrough measures will Bac Ninh implement to further leverage the role of the press in improving the province’s PCI ranking?
To improve the PCI, Bac Ninh province is focusing on significantly improving component indicators such as: Transparency, Time Costs, Proactive Government, and Business Support. In this journey, the press continues to play a leading role.
In the coming period, Bac Ninh will focus on three key solutions in coordination with the press: The province will continue to maintain and improve the quality of regular press conferences, proactively provide information on planning, major projects, and administrative procedures for the press to disseminate, increasing transparency.
The press is a channel for "offering suggestions." We hope that the press will not only reflect difficulties but also increase articles offering solutions, introducing good models and breakthrough approaches from other localities for Bac Ninh to study and apply.
