(BNP) - On August 7, 2025, Prime Minister Pham Minh Chinh chaired the regular Government meeting in July 2025 online with localities. The conference was connected online from the Government headquarters to 34 provinces and centrally-run cities.

Attending the conference at Bac Ninh province’s venue were Secretary of the Provincial Party Committee Nguyen Van Gau; Chairman of the Provincial People's Committee (PPC) Vuong Quoc Tuan; members of Provincial Party Standing Committee; leaders of the Provincial People's Committee, departments and branches of the province.
The meeting focused on discussing the socioeconomic development situation in July 2025 and the first 7 months of 2025, the distribution of public investment capital, the implementation of three national target programs, the operation of the two-level local government model, and a variety of other important contents.

According to the report, in the past 7 months, the Consumer Price Index (CPI) increased by 3.26% over the same period; the State budget revenue reached 80.2% of the estimate, up 27.8% over the same period; the trade surplus was estimated at USD 10.2 billion; total registered FDI capital reached nearly USD 24.1 billion, up 27.3% over the same period; total retail sales of goods and consumer service revenue increased by 9.3%; the Index of Industrial Production (IIP) increased by 8.6%,etc.

Speaking at the Bac Ninh province’s venue, Chairman Vuong Quoc Tuan affirmed that in the past time, with high determination and great efforts, Bac Ninh province has quickly stabilized the organization of authorities at all levels and focused on implementing socio-economic development tasks, achieving many positive results. The province's growth reached 10.47%, among which, the industrial production value increased by 17.64% in 7 months.
Tuan said that the total value of goods exported from Bac Ninh to the US is expected to account for about 23 - 25% of the total value of the whole country. In the first 7 months of the year, Bac Ninh attracted a total investment capital of USD 3.9 billion. It is expected that the province will organize the granting of investment certificates to FDI investors with a total value of USD 1.1 billion and domestic investors with USD 5.8 billion in August 2025.

In addition, the implementation of the "24-hour green channel" and "60% green channel" mechanisms continues to be effective. Since the provincial merger, the trade and service sector has experienced robust growth, with total retail sales of goods and services rising by over 7%. Notably, the lychee harvest reached more than 205,000 tons, exceeding the target by 18.5%, with exports making up 38% of the total output.
Besides, in the first seven months of this year, import-export turnover reached approximately USD 47.8 billion, increasing 24.1% compared to the same period last year. Budget revenue achieved 80.8% of the annual estimate and domestic revenue reached 85% of the estimate, increasing 50% year-on-year. Meanwhile, public investment disbursement reached 70.11% of the capital allocated by the Government.
On the other hand, environmental pollution treatment in traditional craft villages and residential areas is being vigorously implemented. Currently, 04 waste-to-energy plants in the province are in operation, both creating economic value and thoroughly treating waste.
The operations of the two-level government in the province have gradually stabilized. The province has also encouraged officials and civil servants to work overtime and on holidays; and dispatched officials and civil servants to support localities in handling administrative procedures, ensuring smooth operations, etc., Tuan added.
For the remaining months of the year, the Chairman affirmed the province's focus on launching and inaugurating major projects, most notably Gia Binh International Airport and connecting road networks on the occasion of August 19, with a strong commitment to exceeding budget revenue by 20% and attaining a trade surplus of USD 4–5 billion and so on.

In his concluding remarks, the Prime Minister acknowledged the proactive efforts of ministries, sectors, and localities in fulfilling their responsibilities, thereby contributing significantly to the nation's socio-economic development
In the coming time, the Prime Minister urged ministries, sectors and localities to focus on reviewing and removing difficulties and obstacles in organizing the two-level local government model; grasp the developments in the world and domestic situation, have appropriate, timely, flexible and effective solutions; continue to implement solutions to ensure macroeconomic stability, control inflation, promote growth; digitize tax collection and support businesses and business households to develop; study to reduce taxes, fees and charges appropriately and with a roadmap; complete the criteria to upgrade the stock market.
Regarding Bac Ninh province, the Prime Minister highly commended its prompt efforts in stabilizing the organizational apparatus and fostering unity in task execution following more than a month of implementing the two-tier local government model. The province has achieved comprehensive results across all areas, notably in investment attraction, domestic consumption, exports, accelerated public investment disbursement, and ensuring social security.
The Prime Minister also noted that the Gia Binh International Airport project and its connecting route to Hanoi Capital are national key projects, playing a crucial role in supporting Noi Bai Airport. He called on the leadership of Bac Ninh province and the entire political system to maintain unity and determination in project implementation.
