(BNP) - On the morning of January 13th, in Hanoi, Prime Minister Pham Minh Chinh, Head of the Central Steering Committee on Housing Policy and Real Estate Market, chaired the 5th meeting of the Steering Committee. The meeting was held in person at the Government Headquarters and online with participation from 34 provinces and cities.

Attending the meeting at the Bac Ninh’s venue were Vice Chairman of the Provincial People's Committee, and Head of the Provincial Delegation of National Assembly Deputies Pham Van Thinh; and leaders of several relevant departments and agencies.
According to a report by the Ministry of Construction, the whole country has approved the investment policy for 428 commercial housing projects, of which 88 have been completed; 300 projects are allowed to sell housing units that are now under development. In terms of social housing, the entire country has finished almost 102,600 units, accounting for 102% of the plan; 19 localities have met or exceeded their allotted targets. By December 31, 2025, the country had 193 completed social housing projects totaling over 169,000 units.
During the conference, delegate focused on analyzing the implementation of tasks assigned in previous sessions, particularly the real estate market and social housing situations, as well as the loan giving situation. Based on this, they recommended social housing rental targets for 2026 and later years, as well as implementation methods to encourage long-term development of the real estate and housing markets.

Speaking at the Bac Ninh’s venue, Vice Chairman Pham Van stated that by 2025, the province had completed nearly 20,000 social housing units, accounting for approximately 20% of the total number of social housing units nationwide.
The Vice Chairman affirmed that the construction of social housing in the province continues to be strong and comprehensive for all target groups. In particular, the province is preparing to start construction on the first social housing building for the police force and plans to start the next project for the military force at the end of January 2026.
Regarding the tasks for 2026, the Vice Chairman stated that the Central Government has assigned Bac Ninh province to complete approximately 19,000 social housing units; however, the province's goal is to strive to complete over 20,000 units to contribute to the overall national achievement, helping to promote the healthy and safe development of housing and the real estate market.
The Vice Chairman proposed and recommended to the Government and the Prime Minister several issues related to finalizing detailed regulations on granting land use right certificates for apartments within the 20% commercial and service floor area of social housing projects.

Concluding the meeting, Prime Minister Pham Minh Chinh acknowledged and commended the efforts and seriousness in implementing tasks related to housing development.
The Prime Minister requested delegates to focus on evaluating the implementation of assigned tasks from previous sessions, especially the housing situation and real estate market; the credit granting situation for the real estate sector; and proposals on targets for social housing rentals in 2026 and subsequent years, particularly in localities with large cities, industrial zones, and areas with a high concentration of workers. Relevant parties should act in a spirit of ensuring they fulfill their roles, responsibilities, and authority, especially by accelerating administrative reform, eliminating unnecessary intermediaries; and placing social housing projects, especially rental social housing, in the "green channel" and "priority channel."
The Prime Minister requested discussions and consensus on solutions for implementation in the coming period, ensuring that roles are played correctly, tasks are completed within the proper authority, especially by accelerating administrative procedure reforms and eliminating unnecessary intermediaries; placing social housing projects, especially rental social housing, into the "green channel" and "priority channel"; and considering submitting proposals to competent authorities for timely commendation and reward of collectives and individuals with outstanding achievements in building, perfecting institutions, and organizing the development of social housing...
