Chairman of Provincial People's Committee Pham Hoang Son: Highly focus and finalize dossier to submit project on establishing Bac Ninh as a centrally run city

(BNP) - On the morning of July 13, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Pham Hoang Son chaired the July thematic conference of the Provincial People's Committee to consider and decide on several important contents.

The conference was held in person at the headquarters of the Provincial People's Committee, connected online to the bridge points of communes and wards in the province.

Attending the conference were Vice Chairman of the Provincial People's Council Nguyen Anh Tuan; Vice Chairmen of the Provincial People's Committee; and leaders of departments and sectors being members of the Provincial People's Committee.


Overview of the conference.

The conference focused on considering and giving opinions on the project on establishing Bac Ninh as a centrally-run city on the basis of the administrative boundaries of Bac Ninh province. According to the draft project, the establishment of Bac Ninh as a centrally-run city aimed to concretize the guidelines and orientations of the Central Government on urban system development; and implement the approved Bac Ninh urban development planning and program. At the same time, it aimed to promote its role as a growth pole of the Hanoi Capital Region and the Red River Delta region.

After consolidation, Bac Ninh province had a natural area of 4,713.75 km², a population scale of 3,989,623 people, consisting of 99 commune-level administrative units (33 wards, 66 communes). The province had converged all conditions to develop into a centrally-run city. In which, the economic scale and growth rate of the locality over the past years had been in the leading group of the country. The economic scale ranked 5th in the country, 3rd in the Red River Delta, etc. In addition, Bac Ninh was one of the leading localities in the country in attracting investment with 59 industrial park infrastructure projects, 2,916 secondary investment projects, with total newly registered and adjusted capital reaching over 51 billion USD, contributing to creating driving forces for industrial development and improving the competitiveness of the province.

Many indicators in education and healthcare were also in the country's leading group; many social security policies had been implemented at a high level, creating an important foundation for building a modern urban government model to meet development requirements in the new period.

The draft project defined the goal of building Bac Ninh into a green, smart, and modern city, deeply imbued with the Kinh Bac cultural identity; as a center for high-tech industries, electronics, semiconductors, artificial intelligence, logistics, and innovation of the country. At the same time, it would effectively promote the strategic infrastructure system, especially Gia Binh International Airport and inter-regional transport connection routes, creating a new driving force for development for Bac Ninh as well as the Northern region, etc.

The results of public consultation showed a very high consensus on the project to establish Bac Ninh as a centrally-run city. Across the province, 99.08% of households agreed with the project; the public consultation was implemented synchronously in 99/99 communes and wards, ensuring seriousness, correctness, democracy, openness, and transparency; with no hot spots, complaints, recommendations, or reflections arising in relation to the public consultation.

Regarding the draft project on establishing wards under Bac Ninh province, the establishment of 12 wards including Lang Giang, Yen Phong, Hiep Hoa, Luong Tai, Gia Binh, Luc Nam, Kep, Nhan Thang, Bo Ha, Tien Du, Phu Lang, and Chi Lang was necessary to meet urban development requirements, and enhance the validity and efficiency of State management under the urban government model, in line with the planning and development orientation of the province. Through review, 12 out of 12 units fully met all criteria and conditions for establishing a ward as prescribed. After establishment, Bac Ninh province would have 45 wards and 54 communes, contributing to raising the province's urbanization rate from 61.63% to 63.5%, creating a premise to achieve the goal of 65% by 2030.

Concluding this content, Chairman of the Provincial People's Committee Pham Hoang Son acknowledged and highly appreciated the departments, sectors, and localities for proactively and actively implementing tasks, creating an important basis to carry out the next steps in the process of building the Project to establish Bac Ninh as a centrally-run city.

Emphasizing that this was a peak period, decisive to the progress and quality of the project, the Chairman of the Provincial People's Committee requested agencies, units, and localities to continue promoting their sense of responsibility, highly focusing on urgently finalizing all related dossiers and procedures in accordance with regulations, ensuring tightness, completeness, and solid legal and practical bases to submit to competent authorities for consideration and decision.

The Chairman of the Provincial People's Committee assigned the Department of Construction to continue to take the lead in advising on the implementation of the Bac Ninh Urban General Planning; at the same time coordinate with relevant units to review and finalize dossiers, carefully preparing contents to serve the delegation of the National Appraisal Council working in the province, ensuring high scientific, practical, and persuasive nature, as an important basis for urban classification, recognizing Bac Ninh as meeting Class I urban criteria and step-by-step realizing the goal of becoming a municipality directly under the Central Government.

He requested the Department of Home Affairs to continue finalizing the dossier, reporting to the Standing Committee of the Provincial Party Committee, the Standing Board of the Provincial Party Committee, and submitting the project on establishing Bac Ninh as a centrally-run city to the Provincial People's Council in accordance with the correct process. During the working process with central ministries and sectors, departments and sectors must proactively coordinate, promptly absorb, and fully explain comments to finalize the dossier with the highest quality; while upholding the responsibility of heads of agencies to directly direct, monitor, and take responsibility for each content and task assigned.

For localities, the Chairman of the Provincial People's Committee requested to urgently complete the remaining steps according to regulations for the Project to establish wards under the province; and coordinate closely with the Department of Home Affairs in the process of finalizing the dossier. Along with that, focus on doing well the propagation and mobilization work to create consensus among the people; proactively coordinate to firmly grasp the situation, ensure political security, social order and safety, and not allow complaints, denunciations, or complicated hot spots to arise.

At the conference, the Provincial People's Committee also gave opinions on the Proposal to supplement the list and detailed allocation of projects managed by the provincial level from the province's non-balanced budget source (1st phase, 6th time). Emphasizing the requirement to manage and effectively use public investment resources, Chairman of the Provincial People's Committee Pham Hoang Son requested departments and sectors to continue reviewing carefully, focusing on proper compliance with legal regulations, ensuring tightness, openness, transparency, and ensuring the legitimate and righteous rights and interests of the people. He assigned the Department of Finance to urgently finalize the dossier, advise on reporting to the Standing Committee of the Provincial Party Committee, the Standing Board of the Provincial Party Committee, and submit to the Provincial People's Council for consideration and decision in accordance with regulations.
